In the first phase of the group, eight groups will be created, including a team of each capacity group. The first three groups of each group qualify for the second phase, transferring their results from the first phase. The first three teams of the A and B group will compose Group I, the first three teams of C and D group will compose Group J, the first three teams of E and F will compose Group K and the first three teams of G and the Group will compose L.
The first three teams of these four new groups will qualify for the World Cup, a total of 12 from the European zone.
