What does the acquisition of Aktor concessions mean by Aktor Group

Important station to further enhance its presence in the field of concessions and PPP is the completion of the acquisition of Aktor’s concessions by the group ACTOR.

The transaction, with an estimated value value of EUR 367 million, gives Aktor to control the second largest concession portfolio and PPP in the country after GEK TERNA.

The projected cash flows from this transaction are estimated at € 1.2 billion over time, while for the next decade the net flows are estimated at € 882 million. Following the deduction of Aktor’s lending (EUR 187 million) and the counting of existing cash (EUR 57 million), the net price of the transaction amounts to approximately 123 million euros. The net value for the group, therefore, reaches € 500 million.

According to AKTOR CEO Alexandros Exarchou, this move is part of a broader strategy to strengthen the company’s presence in the field of concessions. At the same time, negotiations have already begun to acquire two more projects, which confirms the group’s investment orientation.

This acquisition significantly accelerates AKTOR’s profitability, with the EBITDA provided for concession and PPPs expected to reach € 40 million by 2025 – a performance set for 2030.

After the acquisition is completed, the Aktor portfolio now includes 14 PPP and concession projects. 7 in full operation, 2 in construction phase, 1 in preparation phase and 4 in which the company has been declared a temporary contractor. In particular, the Group acquires participation in some of the country’s largest concessions, such as:

  1. Aegean Motorway (22.2%)
  2. Bridge SA (27.7%)
  3. Olympia Road (20.5%)
  4. Morea (72%, combined with existing 13%)

It is also of particular importance to strengthen the presence of the group in key PPP projects, such as:

  • The “Pasifai Street”, which concerns the work of BOAK, where Aktor’s participation is now 45%.
  • The “Pylia Road”, which performs the work of Kalamata – Rizomilos – Pylos – Methoni, in which Aktor now holds 100%.
  • The Tauropos irrigation project (EUR 164 million), in which Aktor concessions is involved with 60%.

At the top of the concessions and PPPs, however, the GEK TERNA Group remains, with the largest portfolio of projects, which includes flagship projects such as Egnatia Odos and the North Road of Crete (BOAK). However, the ripening roads, such as the Thessaloniki -Edessa axis, still require significant time and preparation, as well as the already ongoing PPP projects, such as those in Crete and Messinia, proceeding slowly, revealing the challenges they still face.
