While the UAE and Saudi Arabian agreements prohibit Chinese companies from accessing these chips, these officials argue that too many details remain unresolved and agreements should not be announced without legally binding provisions.
In addition to these security issues, some senior Trump officials question the wisdom of the mission of such large quantities of chips in any location other than the US, given the government’s focus on maintaining US sovereignty in TN. As Vice President JD Vance has put it at a summit for artificial intelligence in Paris in February, “the Trump government will ensure that the most powerful artificial intelligence systems will be manufactured in the US with American designed and manufactured chips.”
