Proposals of peace agreement between Russia and Ukraine, presented by USA in their allies, including the terms to end conflict and relieve sanctions against Moscow.
According to Bloomberg, US Secretary of State Marco Rubio proposed today (18.4.2025) the Trump government “go down” unless quickly progressing Russia -Ukraine. US Vice President Jay Di Vance, however, said today that he is “optimistic” for the chances of ending the war. The outline of the US plan was shared during meetings in Paris yesterday, according to European officials.
The proposal will essentially freeze the war, with the Ukrainian territories now occupied by Russia remaining under Moscow control. Kiev’s ambitions to join NATO would also be outside the table.
US officials said they want to secure a full ceasefire within weeks, Bloomberg said earlier. The allies will re -concentrate in London next week to continue their discussions.
One of the officials said the plans, which must be discussed further with Kiev, would not be equivalent to definitively settle and that the European allies would not recognize the occupied territories as Russian. Officials stressed that the talks would be unnecessary if the Kremlin did not agree to stop the battles and that the provision of security guarantees in Ukraine to ensure that any agreement would endure was necessary.
Today (18.4.2025), Rubio said security guarantees are not a “illegal desire” of Ukraine, but that the negotiators have so far not proceeded with this level of specialization.
“Every sovereign nation on Earth has the right to defend himself. Ukraine will have the right to defend herself and to conclude any agreements she wants to conclude on a bilateral basis with various countries, “she said.
Representatives of the National Security Council did not immediately respond to comment requests.
Following Rubio’s telephone conversation with Russian Foreign Minister Sergei Lavrov, State Department spokesman Tami Bruce said in a statement that Trump and the US “want this war to end and have now presented in all parties.”
Kiev has already agreed on a ceasefire and its position is that Moscow must also agree on it before discussing other issues, a person who knows the matter said. In Paris, the task of the Ukrainian delegation was to discuss the way in which any ceasefire would be monitored, as well as a peacekeeping extract, the person said.
