By an overwhelming majority passed the bill tabled by Volodimir Zelenskiwhich aims to restore the proper functioning and independence of the Authorities to fight corruption in the Ukraine.
Following the strong reactions of civil society in both Ukraine and the European Union for the previous controversial bill which abolished the independent nature of the anti -corruption authorities, Zelenski returned with a new draft law to satisfy the West.
In this context, the Ukrainian parliament today approved (31.07.2025) the new text, with 331 votes in favor, the new bill presented by the Ukrainian president, at the Plenary Session of the House, which was broadcast directly on television.
The Prime Minister, Julia Svirindenko, welcomed the outcome of the vote, giving the assurance that the new law “eliminates the risk of involvement in the work of corruption”.
“It is a clear answer to the expectations of our civil society and European partners,” he wrote on social networks.

The previous text, which was voted on July 22, 2025, set the National Corruption Office, NABU and the Special Prosecutor’s Office against Corruption, SAP, under the direct control of the Attorney General, who is appointed by the head of state.
The bill caused a strong reaction to civil societywhich organized the first major demonstrations after the Russian invasion of February 2022, as well as the ally of the Kiev European Union.
Faced with the first political crisis of his presidency, Volodimir Zelenski tried first to defend the bill by accusing the two authorities of ineffectiveness and Russian influence.
After stating last Thursday (24.07.2025) that he “heard” the reactions, suggested a new bill, which received the applause of Nabu and SAP and was voted today (31.07.2025) by Ukrainian MPs.
The new law renews guarantees for the independence of the two corruption bodies.
However, it introduces additional checks, mainly systematically tests with lies, for staff members who have access to confidential information, to avoid any “action” in favor of Russia, according to the text posted on the Parliament’s website.
