The letter sent by Ukraine to the UN describes a series of targeted attacks by Russia against civilian and political infrastructure in the country between April 12 and 14, 2025.
“I am sending this letter to mention Russia’s ongoing terrorist attacks, which are deliberately targeting civilians and political infrastructure in Ukraine,” Ukraine said in her letter to the Secretary -General.
According to the Ukrainian letter on April 13, Russia launched an attack with ballistic missiles in a residential area of Sumi, killing at least 34 people, including two children, and injuring 119 citizens, including a newborn.
The two rockets hit a university and a residential area, causing damage to 20 buildings, including apartment buildings, shops and court.
Russian attacks are also mentioned in other areas:
Kupansk (April 12-13): bombings and drones attacks caused deaths and destruction of housing.
Kyiv (April 12): Attack with unmanned aircraft in warehouses caused extensive fires.
Hersona (April 12-13): Artillery attacks, rockets and drones killed at least three citizens and injured others. Hospitals and houses were affected.
Donetsk Region (April 13): Air bombardment and fire caused damage to houses and injuries in Kostinivka and Rodinske.
Odessa Region (April 14): Drone attack injured seven people and caused infrastructure damage.
In its letter, Ukraine welcomes the statement of condemnation of the UN Secretary -General on April 13 for the attack on Sumi and calls for immediate and complete utilization of all the available UN mechanisms “to deal with ongoing crimes”.
It is emphasized that Russia’s actions are “war crimes, crimes against humanity and aggression” and violate the criteria for participation in the UN, in accordance with Article 4 of the Charter.
The legality of Russia’s stay in the Security Council is also disputed.
