His six -month meeting for Bosnia Herzegovin performed his Security Council UN that spoke of a deep crisis.
The UN meeting focused on the growing political crisis, in particular on the actions of the President of the Serbian Republic, Milorad Dodik, who have raised concerns about the country’s stability and the adherence to Deiton’s agreement on Bosnia.
The High Representative Christian Smith informed the Member States on the latest report of his office covering the period from October 16, 2024 to April 15, 2025.
Mr Smith described the political crisis as the most serious of the era of Deiton’s agreement and said that, after Dodk’s conviction of failing to implement the decisions of the High Representative, the leadership of the Serbian Republic approved laws that undermine state institutions and proposed a plan.
The United States emphasized, inter alia, their commitment to the dominance and territorial integrity of Bosnia-Herzegovina and condemned rhetoric and secession.
The EU has expressed serious concerns about the actions of the Serbian Republic that are opposed to the country’s European course and called in respect of the constitutional order.
The United Kingdom underlined the importance of Deiton’s agreement and described Dodd’s immediate threat of the country’s territorial integrity.
Greece’s permanent representative, Ambassador Evangelos Sekeris, emphasized Greece’s strong commitment to maintain stability and security in Bosnia and Herzegovina, as well as the continued involvement of our country and our substantial support for EUFor Althea.
Mr Sekeris said that with full respect for Deiton’s peace agreements, sovereignty, territorial integrity, constitutional order and Bosnia and Herzegovina’s political independence would not be disputed.
He also emphasized that the Thessaloniki Declaration of the 2003 EU-West Balkans Summit has determined the basic principles of the European integration process, based on a common European vision of fundamental values.
The head of the Serbian Republic, Zelika Cviyanovic, stressed that the balance of Deiton’s agreement was at stake and said Smith’s interventions, including law enforcement, exceed his order and lack a legal basis.
Russia has questioned the legality of the appointment of Smith, arguing that it has not been approved by the Security Council and is therefore not a legal High Representative. He also accused Smith of intervening in the country’s internal affairs and undermines stability.
It is noted that the majority of the Member States of the Security Council support the High Representative and the legality of its mandate.
Although there has been consensus on the need to maintain peace and stability in the country, disagreements about the legality and action of the High Representative Christian Smith in the Security Council remain strong.
