Voted on Thursday, August 28, 2025, by the Plenary of the House of Representatives the plan law of Interior ministry entitled: “Reforming the disciplinary law of public sector officials, establishment of a Greek Center for Experts of Administrative Reforms and other provisions”.
The part 1 of the Ministry of Interior’s draft law is set for the new institutional framework for the administration of disciplinary justice to public administration that is part of the holistic reform that has been evolving since 2019.
Specifically, it provides:
- In the fastest, better and more efficient awarding of disciplinary justice for both civil servants and for Local Authorities and Laws.
- In the complete modernization of the existing institutional framework and in the standardization of disciplinary jurisdiction,
- In the update of disciplinary offenses and in accordance with contemporary social reality, as well as
- in dealing with a sense of impunity in public administration.
In this context, for the first time, a single disciplinary body is established with the participation of 60 officials of the State Legal Council, the Disciplinary Board of Human Resources Public Sector, which provides for their full and exclusive employment in order to accelerate the rate of examination and processing of disciplinary case.
In addition, there are safety valves on the transparency and objectivity of the process, and it is foreseen to update the list of disciplinary offenses so that public administration can manage offenses arising in the 21st century.
Significant innovation is the utilization of new technologies in order to simplify and accelerate the process drastically.
Part B ‘provides for the creation of a new legal person private law, which aims to transfer know -how acquired in previous years regarding the administrative reform in Greece. Finally, Part C ‘includes improvement provisions on the process of acquisition of Greek citizenship and on issues of the Special Registry, and there are beneficial provisions on human resources, such as:
- Strengthening the staffing of services in the Evros Regional Unit and the Bodies of the Region of Western Macedonia,
- Public sector employees’ co -operation with the spouse working out of public sector, -the facilitation of the transfer of seconded employees to the bodies where they serve,
- The extension of the score of the successful candidates in the written competition of March 2023,
- The acceleration of the Municipal Police Special staff, under the 1k/2024 ASEP Call
During his speech, from the House of Representatives, the Minister of the Interior, Theodoris Lebanese, said:
“This bill comes to reward the worthy and capable civil servants, putting, among other things, the” hostage “created by any outstanding disciplinary procedure by being a hindrance to the proper functioning of human resources and public administration in general. In 2025, there is no public state official who is not evaluated. What we are pursuing with this bill is based on specific objective criteria, measurable results, elements that exist, to lead to an objective assessment that can enable good civil servants to be rewarded, as well as those who are lagging behind what they need to do.
Correspondingly, the Deputy Minister of the Interior, Vivi Charalambogiannis, noted: “Disciplinary justice in the State is now becoming a standard form, strongly guaranteed to accelerate the issuance of decisions and, above all, unquestionable security valves, so as not to be a civil servant, but not to be wronged by a civil servant. And he added: “The Ministry of the Interior is taking initiatives that not only modernize public administration, boost public extroversion and improve the daily life of the citizen.”
