In clarifying Article 14 of the football regulations, IFAB proceeded, separating the deliberate dual contact with the ball when running a penalty.
This is the follow-up of the infamous cancellation by Simon Marciniak of Hulian Alvares’ penalty shoot-out, which was essentially judged by the Atletico-Real couple in the Champions League ’16’ phase, where Argentina seems (from one shot) to touch the ball with his left foot.
The Council responsible for the football regulations makes it clear that any double contact in the penalty shoot -out is prohibited, as it may confuse the goalkeeper, but at the same time acknowledges that the in force of the Player is intentional.
Thus, he clarifies that in the event of unintentional double contact and if the ball reaches the net, the penalty is repeated, and if the execution is inappropriate or the goalkeeper rejects, he is charged a direct foul in favor of the defended team or – if the match is in the match.
If the double contact is deliberate (such as if the ball from the penalty shootout goes to the beam and the executioner re -captures it), the penalty of immediate foul in favor of the defendant team remains, while for the penalty shoot -out the execution is recorded as a lost.
The change to the relevant Regulation is valid from 1 July.
