Approved today (3.9.2025) by Commission The second set of seven sectoral proposals that complement the framework for the next EU’s next long -term budget for the period 2028 – 2034.
Following the presentation of the first and foremost part of its proposal on July 16 for the new MFF, the Commission today presented the second beam which includes legal acts for the period 2028 – 2034, in various areas.
These legal acts complement the proposal for the multiannual fiscal framework (MP) 2028 – 2034 and cover the following areas:
- The Single Market and Customs Union program
- The “Justice” program
- The Euratom Research and Training Program
- the mechanism of cooperation and decommissioning in the field of nuclear security
- The subscription program to the Ignalina Nuclear Station in Lithuania (Ignalina Program)
- the decision on overseas YHE-EU connection, including Greenland
- Pericles V.
The program for the single market and customs It will benefit citizens and businesses, promoting the completion of the EU single market, eliminating cross -border and transnational barriers and promoting cooperation between national administrations. It will ensure stronger consumer protection, promote standardization measures and reduce administrative burden in the fields of customs, taxation and fighting fraud.
The program will also cover the development, production and dissemination of official European statistics, which are vital to the documentation of EU policies and are essential for making documented decisions. With € 6.2 billion (twice the funding compared to the current EU long -term budget), the reinforced program for the Single Market and Customs will combine various autonomous programs (Single Market Program, Customs, Customs for Equipment, Fiscalis and Fiscalis Program) It should preserve EU financial security.
The “Justice” programNearly € 800 million, it will continue to support judicial co -operation in civil and criminal cases, judicial training and the ensuring equitable access to justice for all citizens and businesses. It will also support the digitization of judicial systems and further promote the independence and impartiality of the judiciary. European citizens and European businesses will benefit from a more effective, exclusive, durable and digitized European Justice Area, based on the rule of law, mutual recognition and mutual trust.
The Euratom Research and Training Program It will receive € 6.7 billion for the duration of the program by 2032. However, the proposed amount for the whole future multiannual fiscal framework will amount to € 9.8 billion. Thus Nuclear safety, protection and nuclear safeguards, radiation protection, radioactive waste management, nuclear science applications will be improved and supported and supported.as in the field of healthcare, and will maintain the critical skills needed by the nuclear sector.
It will contribute to the development of fusion energy as a sustainable source of energy, promoting industry growth and innovation in the EU. More than half of the budget represents the EU contribution to ITER, the most ambitious fusion project in the world. Its purpose is to prove the scientific and technical feasibility of fusion as large -scale and carbon source of energy based on the same principle that supplies our sun and other stars.
To continue the improvement of nuclear security in Europe and in third countries, a new mechanism of cooperation and decommissioning in the field of nuclear security, with a budget of approximately € 1 billion, will merge the existing nuclear security cooperation mechanism and the decommissioning program. In addition, the Ignalina program will continue in the next MP. Will assist Lithuania in implementing the Ignalina Nuclear Stationthereby contributing to nuclear safety, workers’ health and the general public and the prevention of environmental degradation.
Support for thirteen overseas countries and territories (YEHE), including Greenlandwill continue to be covered by a separate and reinforced medium under the next MFF with almost € 1 billion. The YSEs are of great geopolitical and strategic importance for the EU, as they play a vital role as critical guards of the Union in their geographical areas.
End, the Pericles program v It will continue to promote the fight against the counterfeiting and Kibedia of the euro. As a single euro area currency, the euro is a key European interest. The Pericles V program will help prevent and combat counterfeiting and cube and fraud related to counterfeit and kibbed, while adapting to new and evolving threats, thereby enhancing the confidence of citizens and businesses in the integrity of the euro.
Completion of the proposal for MFS 2028 – 2034
With these legal acts, the Commission completes its proposal for the next long-term EU budget for the period 2028-2034, which amounts to nearly 2 trillion euros at current prices (or 1.26 % of the EU’s gross national income on average between 2028 and 2028).
Basic features of the new DYP:

- A balanced set of new resources that provides sufficient revenue for our priorities, while minimizing pressure on national public finances.
Subsequent steps
The EU’s future long -term budget will be discussed by the Member States in the Council, unanimously deciding, with the approval of the European Parliament for the MP.
The rules for the same resource system are periodically determined by a decision of the Council unanimously issued and approved by each Member State in accordance with its national procedures. Sectoral proposals are subject to the usual legislation or specific approval procedures, depending on the legal basis.
