The start of the second phase of the European Rights Trading System emissionthat is, so -called ETS 2, is going to significantly affect consumers fuel in Europe and in our country.
By 2027, the system will be implemented in the areas of heating and transport, increasing fuel prices. By extension, a bet for European governments is to draw up the appropriate programs and measures that will protect the most vulnerable.
In this context, the Association of Petroleum Trading Companies (SEEPE) estimates that particular attention should be paid to households based on heating oil. It is worth noting that last year 1.3 million households received heating allowance, a number that reveals the multitude of our fellow citizens who will probably be affected by the burden of the fuel.
The SEPE considers that ETS II necessitates the provision of special aid, such as a fuel check or tax refund, in order to maintain the access of vulnerable groups to basic heating needs.
In terms of transport, the Association proposes funding to install publicly accessible electric vehicles, as at existing service stations. At the same time, it considers it correct to grant a priority subsidy to stations that serve populations without private access to charging infrastructure.
Finally, the SEEEP calls for a low carbon footprint fuel mechanism to be created through the social climate fund, such as biodiesel and bioethanol.
Beneficiaries will be households based on social and geographical criteria and the subsidy will be calculated per liter of fuel and will be paid automatically to the consumer through a special platform of AADE.
