The European Council reiterates its support for a comprehensive, fair and lasting peace based on the principles of the United Nations Charter and International Law and welcomes all efforts to achieve such peace. A comprehensive peace agreement, which will respect Ukraine’s independence, sovereignty and territorial integrity, must be accompanied by strong and reliable security guarantees for Ukraine in order to prevent future Russian aggression. The European Union and Member States are ready to contribute to security guarantees, in particular, supporting Ukraine’s ability to defend itself effectively, based on their respective responsibilities and abilities, in accordance with international law.
8. The European Union will continue to provide Ukraine regular and predictable financial support. The European Council calls on the Commission to rapidly take all necessary measures for the forward -looking funding in the context of the facilitation of Ukraine and the G7 initiative (ERRA – ERA). It urges the Commission and Member States to use all the options within Ukraine Facility to increase financial support for Ukraine.
9. The European Council reminds the initiatives to strengthen EU military support for Ukraine, in particular that of the High Representative to coordinate the increased support by the members of states and other participating states, on a voluntary basis, in particular in large diamonds and athletes. 13. The European Council reiterates Ukraine’s inherent right to choose its destiny, based on the United Nations Charter and International Law.
