The European Union is raising the tone against the violence that is breaking through the Sudan. After the Foreign Affairs Council in Brussels on Thursday (20.11.2025), the EU High Representative for Foreign Affairs, Kaya Kalasconfirmed that European ministers approved targeted sanctions against Abdellah Hamdan Dagalo, the deputy leader of the RSF, the powerful paramilitary organization involved in Sudan’s civil war.
“The EU condemns in the strongest terms the serious and ongoing crimes committed by the Rapid Support Force, including the seizure of the Sudanese town of El Fasir,” Kaya Kalas said after the meeting.
In the face of the worsening situation and allegations of systematic atrocities, the EU approved the first restrictive measures against Dagalo, the brother of RSF chief Mohamed Hamdan Dagalo, known as Hemeti. These sanctions are part of a wider international effort to stop the escalation of violence.
“The European Union is ready to impose any further measures when deemed necessary on all parties responsible for destabilizing Sudan and obstructing its political transition,” Kalas added.
The decision comes in the context of a civil war that has caused thousands of deaths, mass displacement of populations and the near complete collapse of Sudan’s state structures.
