Let’s talk about evaluation in public

204 years after the beginning of the Greek Revolution to make the modern Greek state, we honor the struggles of our ancestors who gave their lives for our own freedom. And we continue their own struggle for a modern democratic state that must provide security, care, prosperity, cohesion, justice and transparency in every corner of our country.

At the core of this effort lies the struggle to measure and evaluate everywhere. Because what is not measured cannot be evaluated as to whether or not it serves its mission.

And those who deny measurement, evaluation, comparison in public services do so because they simply do not want to be held accountable to citizens for their actions or check for them.

But the state exists to serve the citizens. Not his employees. Those who do this job, we are all citizens’ servants. And not the other way around.

That is why at the heart of our own political perception of state modernization and the steady improvement of public services to citizens, concepts such as targeting, measurement, comparison, accounting and accountability, redemption of the state, transparency, transparency, Strict but fair punishment of bad.

In all these fields, specific steps have been taken in recent years that unfortunately we have not talked as much as they should be today. But the intense public debate on the state we want, in the wake of the tragic accident of the Tempi, obliges us to speak even more emphatically about the evaluation in the public and how we already go through words in practice.

Under the SYRIZA Law on the evaluation passed in 2016 and in force by 2022, 97% of civil servants were evaluated to excellent and very sufficient. This means that no evaluation was practiced.

In contrast to Law 4940/2022, which was voted down in principle and on the majority of articles by all over the opposition, for the first time in 2023 and 2024 specific objectives were set to civil servants on the basis of which they were evaluated.

For the first year of implementation, that is, in 2023, a total of about 155,000 targets were set for supervisors and employees, and about 162,000 ratings were submitted, of which 141,000 relate to employees and 21,000 chiefs.

And when we talk about goals, we mean the implementation of policies that improve the daily lives of citizens, such as the notice, assignment and delivery of important public works, the implementation of the reforms of the Recovery Fund or social support policies of our most vulnerable fellow citizens.

About 54,000 employees were described by their new system as high performance, ie 33% of evaluated employees. However, the use of artificial intelligence tools, which processed the relevant specific reasons of the bosses, revealed that the majority of these assessments were not substantiated, so officials who were characterized as high performance were limited to 15,000, ie about 9% of the evaluations.

Of the 97% of the previous period, high -performance employees were limited to 9%, and the rest were put on special education and re -establishment programs.

Correspondingly, 1,390 employees, five times as much as the previous system (272), and 1,097 employees from all sectors have been fired as a disciplinary sanctions and violation of their duties.

Correspondingly for the year 2024, about 180,000 targets were set and a total of 189,000 evaluations have been confirmed, of which 164,000 employees and 25,000 supervisors have been confirmed.

The process of registration of measurements is ongoing and on 5/3 began the evaluation for the period of 2024 again with the use of artificial intelligence technologies that will allow more valid control.

At the same time, we have introduced a system of incentives and reward for those civil servants who achieve their goals. By establishing a fixed system of incentives and rewarding employees to achieve specific and pre -agreed objectives (Law 5149/2024), which also voted against in principle and in most of the articles, we provided the opposition, we have foreseen EUR 40 million per year as expense that will be deducted from their officials to their targets. Methodology.

Finally, and because it is not enough for the evaluation only to be introverted by the State itself but it must also involve citizens, we establish and apply for the first time the largest gradual evaluation of the public by the citizens themselves on the basis of a structured digital questionnaire that will receive 4 million Greeks.

This procedure will be regularly repeated in front -line services such as hospitals, EFKA, KEPs, DBA, also using digital tools.

Our goal is to have an ever -open feedback channel that will improve the state’s services provided and at the same time make public employees feel creative, productive and responsible for their work.
As for the amendment of the Constitution already proposed by the prime minister with the aim of evaluating the State to be an explicit constitutional prediction, it will further secure the concept of evaluation in the functioning of the state and will not allow any future government to bypass it or abolish it.

We are well aware that we are still dealing with a state that in its various versions is angry and hurt by us. But at the same time, we have proven that we can change this state, with the new EFKA, the DBA, the New Land Registry, the New PPC, the New ERT and the ERTFLIX, the digital tutorial, the gov.gr, the vaccine campaign that brought us in touch with one another.

We are implementing a widespread reform and investment program aimed at 2027 the Greek State is completely digital, more transparent, more effective and certainly more friendly to the citizen.
