Skates are “exiled” from the Acropolis and the historic center of Athens, while they are prohibited from moving on the sidewalks

In the implementation of a comprehensive traffic and parking regulation for the electric skates that have overwhelmed the capital, continues o Municipality of Athens.

The regulation on electric skates was passed by a majority in today’s (20/11/2025) Council of the Municipality of Athens with the aim of improving urban mobility, strengthening road safety and protecting public space, as pointed out by the mayor Haris Doukas, as well as the relevant deputy mayors.

“We free up public space and bring order to the chaos with skates,” said Mr. Doukas and added: “We promote micromobility in the city, but with clear rules in every Municipal Community. The new regulation prohibits the movement of E.P.H.O. on the sidewalks, around the Acropolis, Ermou and Aiolou, while setting speed limits and creating 1,574 parking spaces for skate rental companies in 124 mass parking zones. We protect with actions the accessibility of all our fellow citizens”.

For her part, the vice-mayor of Urban Revitalization and Resilience Maro Evaggelidou noted: “The new regulation is the result of systematic work by the municipal officials, who worked for months with the aim of creating a framework of rules and better organization in the public space.

We believe that micromobility is part of the solution to Athens’ traffic problems, that’s why we promote a coherent policy aiming at a city that works better for everyone and gives hope for tomorrow.”

And the deputy mayor of the Municipal Police and Public Common Spaces, Thomas Georgiadis, emphasized: “The Municipal Police undertakes the operational implementation of the regulation through intensive controls. With a physical presence, the use of digital tools and cooperation with the municipal services, we can now monitor in real time the E.P.H.O. and to intervene where necessary. In this way, a stable framework for observing rules is formed, with respect for pedestrians and the orderly functioning of the city”.

What changes for E.P.H.O. in Athens

The application of the new rules attempts to deal with the phenomena of irregular parking and unsafe use of E.P.H.O.

The new regulatory framework in the municipality of Athens:

1. Circulation: The circulation of E.P.H.O. is included in the regulations of the K.O.K. with specialized provisions demarcating permitted and prohibited traffic areas. In detail:
– Complete ban on traffic and parking in the entire area around the Acropolis in the historic center, in the grove, as well as on the Ermou and Aiolou pedestrian streets.
– Speed ​​limit 6 km/h (pedestrian fast walking speed) in the area of ​​Psirri, on the pedestrian street of Kerameikos, as well as on all sidewalks and public areas.
– It is forbidden to drive on sidewalks. The driver moves as a pedestrian, with the vehicle on the side.
– Traffic is not allowed on roads with a speed limit of more than 50 km/h or in additional sections defined by the municipality.
– Rental companies are recommended to use their existing software to locate the vehicle, as well as to limit speed (“cutter”).

2. Parking: For citizens, the regulation provides that the parking of E.P.H.O. it must be done in a way that ensures a free passage of 1.5 meters for pedestrians, while parking is prohibited on ramps, crossings, building entrances and other critical accesses, as well as at a distance of less than 20 meters from archaeological sites.
For rental companies, parking in a shared space is allowed exclusively in the 124 mass parking zones, which the municipality has allocated in all the Municipal Communities, with a total of 1,574 spaces available. The dimensions of each position are 1.3 m × 0.4 m.

Specifically, by Municipal Community:

1st D.K.: 516 places, with a fee of 120 euros per place/year.
2nd D.K.: 178 places, with a fee of 120 euros per place/year.
3rd D.K.: 134 places, with a fee of 80 euros per place/year.
4th D.K.: 168 places, with a fee of 60 euros per place/year.
5th D.K.: 214 places, with a fee of 60 euros per place/year.
6th D.K.: 148 places, with a fee of 80 euros per place/year.
7th D.K.: 216 places, with a fee of 80 euros per place/year.

3. Parking Licensing of E.P.H.O. Companies: The licensing process for E.P.H.O. companies. provides for the submission of an application in accordance with the conditions of the law and the regulation, with an annual collection and evaluation of the files. The allocation of parking spaces is based on security measures, in order to avoid distortions in competition, while each company can claim a certain maximum number of spaces in each mass parking zone. The final shaping and delineation of the spaces is carried out under the supervision of the municipality, in cooperation with the companies.

4. Sanctions and Control: The regulation is accompanied by a clear framework of sanctions and controls. The provisions of the K.O.K. are applied. for traffic and parking violations, while provision is made for the removal of illegally parked vehicles and the possibility of revoking a parking permit in the public area. All E.P.H.O. they must have a unique serial number and be recorded in a special Register.

The fleet will be monitored in real time through software in collaboration with DAEM SA. OTA, while speed checks and compliance with the prohibition zones are carried out by the Municipal Police and the competent Police Authorities. In addition, the Cleanliness Directorate, in collaboration with the Municipal Police, can proceed with the removal of illegally parked vehicles by imposing fines based on the serial number.

The implementation of the new regulation will be accompanied by the marking and configuration of special parking spaces, the digital monitoring of spaces and charges through a special platform, as well as a targeted information campaign to users and rental companies, so that the transition to the new framework is smooth and efficient. With this step, the municipality of Athens seeks to integrate micromobility into the daily life of the city, with priority given to safety, accessibility and respect for public space.
