By presidential decree signed today (21.07.2025) the Vladimir Putinforeign ships who want to be docked in Russiashould first have the permission of the Federal Security Service (FSB).
In particular, Vladimir Putin’s decree states that the entry permit, by the port authorities, for foreign ships in Russia, should be agreed with the FSB, which is the main successor of the Soviet KGB.
The new measures came into force on Monday (21.07.2025) shortly after the decree was published.

As of July 21, any ship coming from a foreign port must not only get permission from the port captain — but also clearance from the Federal Security Service (FSB).

Previously, Input regulations were determined by the Ministry of Transport And the special procedures were carried out on the site in ports adjacent to naval bases, the TASS state news agency reports.
The wording of the new decree makes it clear that it applies to all ports. It does not clarify the reasons for this change.
