RIS: More than 100 companies are claiming energy saving projects billion euros

More than 100 energy providers have been registered in the register of the Ministry of Environment and Energy (RIS) and claim a share of the ‘pie’ of investment Energy saving in buildings that are expected to reach several billions of euros in the coming years.

Although registration in the RIS Registry is optional, it has included large energy and construction companies that expect the most intense development of the energy services institution. That is, the scheme through which the Energy Services Providing Company undertakes the financing and implementation of energy saving investment and is compensated by the benefit resulting from a reduction in bills due to the achievement of energy savings.

According to the relevant legislation (Government Gazette 2672 B ‘, 6/7/2018), energy services relate to:

  1. Installation, replacement, upgrading, maintenance, operation and/or adjustment of electromechanical equipment, lighting and means of transport,
  2. energy upgrading of the building shell,
  3. Installation and operation of Energy Control and Management Systems,
  4. Installation, replacement, upgrading, maintenance, operation and/or regulation of energy efficient power systems and RES systems.

In addition to the list of companies integrated into the register, in the Website of the Ministry of Environment and Energy Two patterns of energy efficiency contracts have been posted, signed between the two sides.

According to one option (contract shared), the Energy Services Company is compensated by collecting a percentage of the benefit resulting from the reduction in energy expenditure.

According to the second (guaranteed performance contract), the price is agreed in advance and gradually paid.

The RIS has recently published a roadmap to save energy in buildings, according to which the operation of existing programs will improve by aiming, for example, the increase in potentially beneficiaries, promoting the most efficient costs and outcomes of interventions in more active participation in Promotion of avant -garde in domestic construction and manufacturing industry.

It is also stated that: “Successful funding programs for improving the energy efficiency of residence buildings will continue, and will be properly modified to aim more effectively in supporting economically vulnerable and energy vulnerable households. Emphasis is placed on adapting and improving the existing financial model with the aim of increasing existing levels of leverage by beneficiaries. At the same time, the aim is to explore the ability to improve the framework of tax exemptions in households, with the aim of supporting the required energy renovation interventions with alternative ways of financing. “

RAAE announced in April the operation of a new digital tool called BUILDING ENERGY Efficiency Marketplace, which aspires to contact consumers with energy services providers for the energy or buildings of the tertiary sector. But so far suppliers have not been registered with it.
