The addition of a new category invoice electricitywith red color marking is proposed by the Energy Regulatory Authority (RAAE) with a suggestion made in public consultation.
These are flexible electricity invoices which, as the Authority states, are not in any way linked to wholesale market fluctuations, but the supply charge includes one of the pre -defined element, a “flexible element”, which may be changed due to data not specified by the supplier.
The current market framework provides three categories of invoices:
- the steadily (blue),
- the floating (yellow and green, special category with a price announcement in advance in each month
- the dynamically (orange, for consumers with “smart” meters).
The reason for the introduction of the new category was Protergia’s “Picasso” invoice, which provides for a constant single charge for energy and adjustable charges (networks, etc.) depending on the amount of consumption.
According to RAAEfor example flexible invoices may include:
- Scalable pricing per level of consumption, for example a fixed supply (euro/day/month/month) fixed -fixed fixed -cost charge (euro) and/or a fixed supply price (euro/kWh) per grade of consumption, throughout the procurement contract,
- A fixed fixed supply charge (euro/day or euro/month) and/or a fixed commission price (euro/kWh), per six months of the annual duration of the procurement contract,
- A fixed fixed supply charge (euro/day or euro/month) and/or a fixed commission price (euro/kWh) per consumer level and a fixed supply charge (euro/day or euro/month) and/or a fixed commission price (euro/kWh) for off -consumption grade.
The main features of invoice are:
- The minimum duration of the procurement contract for fixed -term products is twelve months.
- The customer’s early retirement clause from the procurement contract is permitted. In this case, the clause is proportional and decreases depending on the costs created by the premature departure of the customer.
- Discounts may be offered in flexible invoices. The amount of the discount, its activation condition and the method of calculating it shall be detailed on the specific terms of the procurement contract. In the case of consistency discount, it is also attributed to the customer’s final account.
The flexible element of the invoice may also include a diversification of the price due to non-peak hours (peak-off-peak).
