What is personal number and why is it important?
Personal number is a unique identification number for each citizen, designed to replace multiple numbers used today, such as the tax register number (VAT), the Social Security Register Number (AMKA) and the Identity Number. This integration aims to simplify processes and reduce bureaucracy, as citizens will have to remember only one number for all their transactions.
How will the personal number work?
Personal number will be performed through the new Myinfo application of Gov.gr. Citizens will be able to participate in the formation of their number, choosing two of the three alphanumeric elements that will precede their VAT. The third alphanumeric element will automatically result from the system, acting as a control digit.
The form of personal number will be 12 digits, with the structure consisting of:

What changes are they seeking for citizens?
The most important change is to simplify processes. Citizens will need to remember only one number, the personal number, which will function as the “digital key” for all public services and, in the future, for private sector services.
According to the Ministry of Digital Governance, the personal number is permanent, unique and unchanged for the entire life of the citizen, Regardless of changes in identity, place of residence or other register. This means that even if a citizen changes identity or address, his personal number will remain the same.
Conditions and process of issuing
Taxisnet codes and a registered mobile phone number in the National Communication Registry (EMP) are required to issue the personal number through the Myinfo. This ensures safe access to application and the protection of citizens’ personal data.
The issuance process includes the following steps:
– Entrance to Myinfo: Citizens will be connected to the Myinfo application through TAXISnet codes.
– Safe access with dual identification: Double identification (OTP) will be used for safe access to data.
– Overview of data in state registries: Citizens will be able to see their details as they appear in the state registers.
– Confirmation / correction of data: They will be able to confirm the correctness of their information or to apply for correction in the event of inaccuracies.
– Automatic registries and PA issuance: After confirmation or correction of the data, the registries will be automatically synchronized and the personal number will be issued.
Where will the personal number be used?
The personal number will be listed on the new identities (on the back) and the digital identity at Gov.gr Wallet, as the only citizen’s ID in the digital world. Gradually, will be used in all public services that support this new functionality.
Initially, the personal number will mainly concern transactions with the State. However, it is also provided to expand to transactions with private sector bodies, such as banks or insurance companies, to avoid the need for multiple identification numbers.
What about existing identities?
The old “blue” identities will be gradually abolished, in accordance with European directives (expire in August 2026, if no extension is given). The release of a new identity is mandatory and combined with the award of personal number. Those who have already issued the new identity do not need to issue newas PA It will be listed for purely formal reasons as a way of storing and easy to recall the number.
However, once the citizen, who already holds a new identity, wishes to be provided with its comprehensive version (with the personal number embedded) can request the replacement of the document, following the usual procedure and submitting the documentation for the issuance of a newsletter (appointment planning). To date, more than 1.7 million new identities have been issued. Citizens can issue a new identity in any of the 371 version services operating throughout Greece, regardless of their place of residence. To better serve the public, the extension of the opening hours of these services, even on Sundays, is examined.
If one does not want an identity with PA, what about?
According to the relevant provisions, “the personal number (PA) is listed in the Greek citizens’ identity card and stored in the integrated electronic storage of the identity card, with the aim of providing e -government services and facilitating public transactions with citizens”
From the date of issue of the JMD and for a period of 30 days from it, if the applicant has PA, He will be incorporated into his card, and if he does not have a PA, the identity card will be issued without him and will be valid. At the end of this period, the provisions of the Law explicitly define the PA. as a required element for issuing an ID card, regardless of the will of the person concerned.

Citizen who has applied but not received PA, can he make a card?

Problems and corrections

Special cases
For some groups of citizens, special procedures for issuing personal number are provided:
Minor Children: The version is made through the parent/guardian (Myinfo or KEP).
Citizens Without Taxisnet or Mobile: The version is made with a physical presence in KEP (for internal) or consular authority (for external).
Judicial Supporters: The presence and identification of a lawsuit is required.
Data security

Expansion to the private sector

If citizens find errors in their details during the process of issuing the Personal Number, they may request correction through the Myinfo platform or address the competent service (eg Municipality, AADE, HDIA).
