“It in practice leads to residential exclusion, social injustice and deprivation of any possibility of utilizing real estate of the whole territory”
The strong concern, opposition and request for immediate corrective intervention in the new Presidential Decree 194/2025, concerning the demarcation of the settlements of less than 2,000 inhabitants, as well as the drastic restriction of minorizations in the Greek countryside, is expressed by the parliamentary group.
The question emphasizes that this Presidential Decree, without any prior dialogue with local communities and competent bodies, introduces a suffocating and retrospective framework, leading to mass depreciation of small property, inequalities in residential treatment, gathering of land in a few hands and, in the end, reinforcement.
The PASOK – Change Movement calls on the government to answer:
– How many and what settlements are affected, and in what areas?
– Is there an assessment of the size of the damage to smallholders against those who benefit?
– Why were the traditional and pre -1923 settlements ignored without institutional shielding?
– Will there be immediate reform of the institutional framework with transitional provisions and exceptions for historical settlements?
– Is it foreseen to strengthen local government to accelerate local urban planning plans?
– What immediate corrective measures does the government intend to take?
According to a statement from the opposition party, “the implementation of the PD. 194/2025, as thousands of citizens and agencies already complain, leads in practice to residential exclusion, social injustice and deprivation of any possibility of utilizing real estate of the whole territory. The PASOK – Change Movement defends the right to decent habitation, equal urban planning and the protection of small ownership as a pillar of social cohesion and regional development. We call on the government to stop legislating citizens in absentia and to immediately correct the relevant arrangements in the Presidential Decree in question. “
