Subject: “Need to increase the jobs of 55+years of unemployed”

Chief Ministers,

There are enormous reactions but also the frustration in the majority of the municipalities of the country, which were left out of the long -awaited 55+ -year -old employment program, finding the “closed” platform of the DIPA. for 6,000 jobs available.

At the same time, with a press release of March 28, 2025, the DBA commander is over to over -cover 6,000 seats over a 2 -week period, which in practice excluded the majority of the municipalities of the country, on the one hand from a “breath” program to address the issues of daily life.

The information even refers to 2/3 of the country’s municipalities left out of only 3,800 out of a total of 6,000 positions available to have been filled by local government. As is well known, the activation of the program has actually absorbed the

In recent years, thousands of unemployed of this age range throughout the country, making them economically vulnerable and socially distant and isolated, in productive parts of the community as a whole.

As KEDE President Mr. Lazaros Kirizoglou states in his letter to the Minister of Labor and Social Cohesion, Mr. Niki Kerameos and to the Governor of the DPA Mr. Spyros Protopsaltis, the problem was created: on the one hand, because of the limited number of seats, which were provided, when only the needs of the municipalities were provided, In the past, on the other hand, due to the fact that the program was aimed at a very large number of public bodies and organizations, who claimed the 6,000 jobs, resulting in a fierce competition of “first come first served”.

Such a program, however, should ensure from the smallest to the largest organization a fair, analog and meritocratic distribution of positions by facilitating beneficiaries – local authorities in the description and request of positions rather than creating competitive “horse horseback” relationship Local government.

In practice, the situation is suffocating for small regional, small mountainous, border and small island municipalities of the country, who are confronted: with increased needs for everyday life management (collection
rubbish, cleanliness, necessary maintenance) At the same time, that employees are increasing, the mobility program withdraws dynamic employees from local government while freezing the social work program.

Indeed, the “architecture” of the program, which predicts that each municipality can use up to 15% of its permanent staff, is further burdened by small regional, mountainous and island municipalities, where the number of workers is very limited, resulting in minimal jobs.

Speaking about the program’s “architecture”, it is a dying of the fact that municipalities, while they are required to pay 25% of employees’ remuneration and 75% of the DBA, are called upon to budget 100% of their payroll expenditure.

Equally important is the social dimension of the program as it is in practice the “last chance” of employment for an age group of unemployed, who are at a disadvantage in the labor market on the other hand, are called upon to settle important insurance needs as they must ensure the necessary stamps for their retirement.

The utility and purpose of this program is transformed into importance and need in areas and municipalities in the Greek region, which in the absence of industrial, commercial or tourism activity leads these people to a total inability to find a job. In areas where they are financially faded, these people who have spent most of their lives there, having created families, cannot in this phase of life seek professional perspectives away from their place and integrating them into such a program is a lifeline.

Yesterday’s announcement for an additional 1000 jobs only for the country’s municipalities is certainly in the right direction but does not solve the problem.

The relevant ministers are then asked:

Will there be an immediate redesign of the program with a substantial increase in the number of beneficiaries?

How many of the total municipalities of the Territory have been able to submit the relevant recruitment requests until 28/03/2025 and how many of the 6,000 available seats have committed to the municipalities of the country?

What is the ratio of 55+ beneficiaries per region, which has successfully deposited until 28/03/2025?

Why wasn’t a 15% of their permanent staff-based positions available, which if not requested, could be re-established?
