In public electronic consultation today (30.7.25) sets the Ministry of Social Cohesion and Familythe bill entitled “Social consideration, social lease, trite and other provisions”. It is a key reform of the housing framework, with the aim of creating a residential residence of social residence, activating unexplained public property and the institutional shielding of the right to the accessible housing, with transparency and sustainability.
The bill of the Ministry of Social Cohesion and Family, which amended Law 5006/2022, significantly enhances the institutional framework for social consideration, introducing critical innovations that meet today’s citizens’ needs and the requirement for immediate production of available, quality and economically accessible housing.
As the Minister of Social Cohesion and Family, Domna Michaelidou notes: “The social consideration and social lease bill comes to add to a wider network of actions developed by the government. It is a targeted response to the housing crisis. We use public property, increase the stock of social housing and offer housing to vulnerable citizens with social criteria and low rent. The state holds control, individuals build and citizens benefit. It is a mature policy, at no cost for the state budget but with a large social footprint.
“With social consideration (along with other policies from our overall housing policy) we achieve: (a) horizontal increase in housing stock (intervention on the supply side), (b) increased social homes and (c) utilizing public property (often remains unused). The consultation has begun and we invite everyone to participate, ”says Ms Michaelidou.
The basic innovations of the draft law include the following interventions:
- The possibility of assigning the contractor of the full management of social housing (lease, collection, maintenance) for a predetermined period is explicitly established.
- It is foreseen that the contractor will be able to obtain a rate of co -ownership (indivisible) to the property.
- An electronic register is created in the General Secretariat for Demographic and Housing Policy, with a detailed recording of procedures, competitions and contracts, ensuring transparency and better control.
- A General Directorate of Demographic and Housing Policy is recommended at the General Secretariat for Demographic and Housing Policy by missing: a) the design, implementation, coordination, monitoring, control and evaluation of policies for the protection and support of children, adolescents, young people and family management For everyone.
- The criteria and the procedure for the selection of beneficiaries by OPECA are regulated, while the reinforcement of the “Rent to Own” markets are reinforced after a consistent rental (specific time limit and consistency conditions).
- The minimum percentage of social housing (at least 30%) per project is set, with specific qualitative and social criteria.
- The Ministry of Social Cohesion and Family is defined as a central body, which will in a horizontal manner implement government housing policy in relation to social consideration.
- For the first time, short -term accommodation structures are instituted. These are units that provide temporary care, housing, support and services to people with disabilities aimed at enhancing their autonomy, social inclusion and responding to their support environment.
- The trite are defined and the three -parent parents are awarded an equal proportion of the corresponding provision for the large ones.
The public consultation of the draft law of the Ministry of Social Cohesion and Family will remain open to comment on the opengov.gr until August 20, 2025, 22:00.
