IOBE: At 3.3 billion euros in bank lending, up to 329 million is expected in 2025 – 2026

Grants and loans EUR 6.3 billion will be directed to projects directly related to constructions In the two years 2025 – 2026, according to the analysis of the actions of the National Recovery and Resilience Plan, as stated in a IOBE research on construction.

The above amount will mobilize total resources of € 8.7 billion, which will complete other investments in constructions funded by the NSRF and other public and private resources. The remaining loans to construction from domestic monetary – financial institutions stood at € 3.3 billion in 2024, accounting for 4.7% of the total funding for non -financial enterprises. In 2024 new loan flows in construction were boosted to EUR 555 million, from € 349 million last year.

During the period 2020-2024, the sector’s small and medium-sized enterprises received 69% of new loans and the large 31%. Business borrowing costs in Greece is systematically higher than the eurozone average, while in the latest period it increased sharply from 2.72% in October 2022 to 6.03% in April 2024, before a decline in 4.75% to February 2025.

The expected increase in the turnover of technical and study businesses will enhance their needs for bank lending. According to IOBE estimates, the total net bank lending of businesses in the sector in the period 2025-2026 could increase to € 329 million.

For very small businesses, the increase in total bank loans accounts for 9% of the total annual increase. Small businesses account for 15%, medium -sized 39% and large 37% of the total increase in total bank lending.

The search for additional funding and liquidity are exacerbated by the delays of payments for construction companies, especially in the public works sector.

Completion of the works of the Recovery and Resilience Fund in 2026 may create a “gap” in domestic construction activity.

However, there is a stock of infrastructure projects of around 10 billion euros in the areas of road, rail, energy and telecommunications networks, as well as other PPP method projects, which will be completed after 2026 (2027 – 2030) by holding the relevant construction activity. These projects should be complemented by a number of other public and private projects.

Significant impetus to buildings related to buildings after 2026 could also be given by renovations and energy upgrades due to European and national policy politics.
