Specifically, India and China are in a new phase of diplomatic contacts, with Chinese Foreign Minister Wang Yi visiting New Delhi for the 24th round of border talks with Indian National Security Adviser Ajit Doval. Wang is also expected to meet with Prime Minister Narendra Modi today, a few days before the Indian leader’s trip to China for the Sangai Cooperation Summit.

Earlier on Tuesday, an Indian source said China had promised to address three key Indian issues. Wang, according to the source, had assured Indian Foreign Minister Subrahmanyam Jaishankar that Beijing is facing India’s need for fertilizers, rare land and tunnel opening machines.
It was not immediately clear whether China had agreed to approve export licenses faster or granting general exceptions for India.
China has previously pledged to accelerate export licenses for Europe and the US without actually abolishing the control regime.
Exports of rare land and related magnets in China increased in June following these agreements and as the Ministry of Commerce was working on a huge accumulated volume of applications.
However, exports of rare earth magnets to India decreased by 58% compared to January levels, according to Chinese customs. June is the last month for which elements are available at the country level.
India has the fifth largest reserves of rare earths in the world, with 6.9 million metric tonnes, but there is no domestic production of magnets. India is based on imported magnets, mainly from China.
