The green light for applications for the new heating allowance lit up yesterday (3.11.2025) the co-competent ministries, as it was announced that from November 10 the relevant applications of natural persons will begin, which will concern all forms energy.
The heating allowance is granted to natural persons for the consumption of heating oil, lighting oil, natural gas, LPG, firewood, and biomass or heat energy through district heating or electricity.
In more detail, it was signed by the co-competent Ministers of National Economy and Finance, Mr. Kyriakos Pierrakakis, Environment and Energy, Mr. Stavros Papastavrou, the Deputy Ministers of National Economy and Finance, Mr. Giorgos Kotsiras and Mr. Thanos Petralia and the Deputy Minister of Environment and Energy, Mr. Nikolaos Tsafos, with the recommendation of the Governor AADE, Mr. Giorgos Pitsilis, the Joint Ministerial Decision (CMD) on the granting of the heating allowance for the winter season 2025-2026 (Government Gazette 5802/ ISSUE B/ 31/10/2025).
To determine a natural person as a beneficiary, the following income and property criteria must be met:
- The annual family income must be up to 16,000 euros for a single member household and 24,000 euros for the couple. This limit is increased by 5,000 euros for each child. For a single-parent family, the aforementioned income amounts to 29,000 euros, which is increased by 5,000 euros for each child after the first. The total gross income of the household from business activity must not exceed the amount of 80,000 euros, in order to better target the beneficiaries.
- The assets of the beneficiaries, as they result from the act of administrative determination ENFIA of the year 2025, must not exceed 200,000 euros for singles, widowed or separated debtors and 260,000 euros for married or cohabiting parties and single-parent families. In any case, the amount is increased by 40,000 euros for each dependent child.
To calculate the allowance, a number of factors are taken into account, such as the severity of the climate of each region and the required energy consumption to heat a building. They are:
- The allowance that each beneficiary will receive cannot be less than 100 euros, nor exceed 800 euros. The maximum amount increases up to the amount of 1,200 euros for settlements with increased energy needs. Only one type of fuel may be subsidized per beneficiary and for purchases of at least twice the value of the subsidized types of heating fuel.
- The purchases of heating fuel or thermal energy must be made between October 1, 2025 and March 31, 2026. Especially for heating oil, the subsidy period starts from October 15, 2025 and at a price of €1.14/liter. Finally, for the subsidy of firewood and biomass (pellets), purchases must have been made from June 1, 2025 to March 31, 2026.
The start of applications is expected within the first fortnight of November. If the application is submitted by the potential beneficiaries by December 5, 2025, then they will receive as an advance 60% of the amount of the allowance that was paid to them during the last winter season 2024-2025.
Those interested submit their applications, electronically, through the myHeating platform on the myAADE digital portal (myaade.gov.gr), in the Applications > Popular Applications > myHeating route, using the TAXISnet passwords, in order to join the Register of Beneficiaries of the heating allowance. The payment of the heating allowance is made through banks or other credit institutions in 3 installments. The specific payment dates are as follows:
- Until December 23, 2025 for the down payment and all purchases, which will be invoiced by November 30, 2025 and provided that the required information is entered by December 5, 2025.
- Until May 29, 2026 for purchases related to consumption from October 1, 2025 and especially for firewood and pellets from June 1, 2025 until March 31, 2026 for all purchases to be invoiced until April 15, 2026 and provided the required information is entered until April 30, 2026. Especially for natural gas and for the consumption of thermal energy through district heating, an additional payment is made until July 31, 2026, for purchases related to consumption from October 1, 2025 to March 31, 2026.
The heating allowance is tax-free, non-disposal, not subject to any kind of withholding and is not offset against any debts owed by the beneficiary to the Greek State.
In addition, the Joint Ministerial Decision describes in detail the procedure for checking the conditions, the payment of the amounts, but also the procedure for submitting any objections and the imputation of unduly paid amounts and the imposition of fines.
In particular, it is noted that, with regard to heating oil purchases, in the context of the smooth adjustment of the market to the new process of processing and checking the applications and data submitted to AADE, and with the aim of ensuring the orderly and seamless payment of the allowance to the beneficiaries, petroleum trading companies are required to transmit the purchase data as follows:
- From the information system of heating oil distributors (DIPETHE) for the purchase documents with a date of issue for the period from the start of distribution of the heating oil until 12/31/2025,
- From the digital platform, myDATA or from the AADE e-send information system for purchase documents with an issue date for the period from 1/1/2026 onwards.
