Two people were killed and another is in critical condition in the hospital after collapse of a building with apartments in Tbilisi its capital Georgianlast Monday (14.07.2025), as confirmed by the Georgian Interior Ministry.
According to local agricultural media, an investigation into the collapse of the building has already begun to violate security rules during work, manufacturing or other work, which provides for up to 2 years in prison.
A year earlier, social media users had posted videos showing the situation of the now collapsing building.
THE The Mayor of Tbilisa, Kacha Kalanze, described the collapse of the building as an accident. Speaking to reporters, he said the building had been described as a dangerous fifth category.
However, some residents refused the city’s proposal to temporarily evacuate the building during its demolition and construction of a young man, despite the City Hall’s promise to cover rental costs.
“There was a proposal that guaranteed the demolition of the building and the construction of a young man. The implementation of this plan required the 100% consent of the residents, which, unfortunately, could not be secured, “said Kalanze.
The next day, the mayor clarified that the building was actually described as a dangerous third category.
The union blames the town hall
The independent civil servants’ union recalled a decision taken two years ago, which allows the municipality to rebuild ruined residential buildings without the unanimous consent of the apartment owners.
“Although the Tibilis Town Hall and the District Administration had been informed of the poor state of the building and its rank of danger had been determined, Kacha Kalandze is now based solely on the argument that there was no 100% consensus,” the union said.
According to the union, Decision No. 21-1 of the Municipal Council of Tbilisa, issued on January 27, 2023, allows renovation without unanimous consensus for more than two years.
The Union also questioned the reason why there had been a parking lot in front of the collapsing building and the reason for which licenses for commercial plates had been issued in recent years:
“What was the Town Hall think? Why did it allow businesses to operate in a building that was in a state of disintegration, created a parking lot in front of it and, after refusing to rebuild it, did not secure the safety of both residents and passers -by? “
