Donald Trump and Benjamin Netanyahu gave their hands after the US plan was presenting on the end of war on the war on Gauze. One of the main points of this is the release of Hamas hostages
Donald Trump presented the plan on the future in Gaza on Monday (29.09.2025) and the first reactions were mostly positive. Benjamin Netanyahu welcomed the plan as well as many Arab and Muslim countries. All that remains is whether Hamas in the end accepts it.
On the other hand, the Palestinians say that the leaders of Israel and the US count without the hotelier and call the plan unsustainable and a farce.
Donald Trump’s plan in detail
1. Gaza will be a disgusting zone, free from terrorism, which will not represent a threat to its neighbors.
2. Gaza will be rebuilt for the benefit of its residents, who have already suffered too much.
3. If both sides agree on this proposal, the war will end immediately. The Israeli forces will be withdrawn in the agreed line to prepare for the liberation of hostages. During this time, all military operations – including air and soil wounds – will be suspended, and the fronts of the battles will freeze until the conditions for the gradual withdrawal of all forces are fulfilled.
4. Within 72 hours of the public acceptance of the agreement by Israel, all hostages – living and dead – will be returned.
5. As soon as all hostages are released, Israel will release 250 sentenced to life -long bonds and 1,700 Gazaians arrested after October 7, 2023, including all women and children who have since been detained. For every Israeli hostage whose relics are returned, Israel will deliver the relics of 15 inhabitants of Gaza.
6. As soon as all hostages are returned, Hamas members who will commit to peaceful coexistence and disarmament will receive amnesty. Members of Hamas wishing to leave Gaza will offer safe crossing to host countries.
7. With the acceptance of the agreement, complete humanitarian aid will be sent immediately to the Gaza Strip. The amount of assistance will be at least the one provided for the agreement of 19 January 2025, and will include the rehabilitation of infrastructure (water supply, electricity, sewer), the restoration of hospitals and bakeries, and the entry of the necessary equipment for removal of debris.
8. The entry and distribution of assistance to the Gaza Strip will proceed without interventions from the two parties, through the United Nations and their services, the Red Crescent, as well as other international organizations that are not associated with either of the two parties. The opening of the Rafa passage in both directions will be subject to the same mechanism applied to the January 19th agreement.
9. Gaza will be temporarily governed by a technocratic, Palestinian committee that will not be political, which will be responsible for the daily functioning of public services and municipalities for Gaza residents. The Commission will consist of trained Palestinians and international experts, under the supervision of a new international transitional body, the “Peace Council”, which will be led by US President Donald Trump, with other members and heads of state, including the announcement of states. This body will set the framework and handle funding for the reconstruction of Gaza until the Palestinian Authority completes its reform program, as described in various proposals, including President Trump’s peace plan in 2020 and the joint proposal of Saudi and Saudi and Saudi Arabia and France. The body will apply the best international standards for the creation of a modern and efficient governance that will serve Gaza residents and favor the attraction of investment.
10. A Plan for Trump’s economic development to rebuild and rejuvenate Gaza will be created by convening a group of experts who have contributed to the creation of modern, prosperous cities in the Middle East. Many careful investment proposals and exciting growth proposals have been developed by international groups with good intentions and will be examined to combine with security and governance frameworks, with the aim of attracting and facilitating investment that will create jobs, opportunities and hope for the future.
11. A special economic zone will be created with privileged tariffs and access rates that will be negotiated with the participating countries.
12. No one will be forced to leave Gaza, and those who wish to leave will be free to do so and return. We will encourage residents to stay and offer them the opportunity to build a better gauze.
13. Hamas and other factions agree to have no role in the governance of Gaza, directly, indirectly or in any form. All military, terrorist and aggressive infrastructure, including tunnels and arms production facilities, will be destroyed and will not be restored. There will be a process of demilitarizing the Gaza under the supervision of independent observers, which will include the definitive desolation of weapons through an agreed process, with the support of an internationally funded program, all verified by independent observers. The New Gaza will be fully committed to creating a prosperous economy and to peaceful coexistence with its neighbors.
14. Guarantee will be provided by regional partners to ensure that Hamas and other factions will comply with their obligations so that the new Gaza is not a threat to its neighbors or residents.
15. The US will work with Arabs and international partners to create a temporary international stabilization force (ISF) that will be developed immediately in Gaza. The ISF will train and support Palestinian police forces in Gaza, and will consult with Jordan and Egypt, who have extensive experience in this area. This power will be the long -term solution of internal security. The ISF will work with Israel and Egypt for the security of the border areas, along with the Palestinian police forces to be trained. It is crucial to prevent ammunition to enter the gauze and to facilitate the rapid and safe flow of goods to rebuild and rejuvenate gauze. A mechanism for preventing conflict between the parties will be agreed.
16. Israel will not understand or annex Gaza. As the ISF will consolidate control and stability, Israeli Armed Forces (IDF) will be withdrawn on the basis of standards, landmarks and timetables associated with demilitarization, which will be agreed between IDF, ISF, guarantors and the US, with the aim of a secure Gaza, which will not be safe. In practice, the IDFs will gradually deliver the occupied territory of Gaza to the ISF under an agreement they will conclude with the transitional authority, until their full departure from Gaza – with the exception of the presence of a force that will control a safety perimeter and remain until the gauze is sufficiently secure.
17. If Hamas delayed or rejects the proposal, the above – including the enhanced assistance undertaking – will proceed with terrorist areas delivered by IDFs to ISF.
18. It will begin a process of interfaith dialogue based on the values of tolerance and peaceful coexistence to change the attitudes and narratives of Palestinians and Israelis, emphasizing the benefits of peace.
19. As the Gaza reconstruction will proceed and if the Palestinian Authority’s reform program is faithfully implemented, it can finally create the conditions for a credible path to Palestinian self -determination and state existence, which we recognize as the ambition of the Palestinian people.
20. The United States will establish a dialogue between Israel and the Palestinians to agree on a political horizon for peaceful and prosperous coexistence.
‘We pay the price’
Residents of the war Gaza express their concern about Donald Trump’s peace plan, describing it as a farce that will never be able to end the war.
“It is clear that this plan is unrealistic,” Ibrahim Joudeh, 39, told AFP of his so-called Al-Mauasi humanitarian zone in southern Gaza.
‘He was drawn up in terms that the US and Israel know that Hamas will never accept. For us, this means that war and suffering will continue, “says another resident.
52 -year -old Abu Mazen Nasar is afraid that the plan was simply aimed at fooling Palestinian terrorist groups to release hostages in Gaza.
‘All this is manipulation. What does it mean to deliver all prisoners without formal guarantees to end the war? We as a people will not accept this farce, “he says, adding that” whatever Hamas decides now on the deal is too late. “
“Hamas lost, drowned in the flood she created.”
On the other hand, there are residents who continue and hope for better days in their home country.
“Despite everything we have lived and lost in this war … I still have hope,” says one 31 -year -old.
“No war lasts forever. This time I am very optimistic and, if God wants, it will be a moment of joy that will make us forget about our pain and anxiety, “he adds.
But others, like 29 -year -old housewife Najua Muslim, can no longer imagine something to change.
“I haven’t only lost my faith in the agreement. I have lost my faith in life, “Muslim tells AFP from Central Gaza, where she sought refuge after being displaced by the city of Gaza, which is under mass Israeli military attack.
“If there was a real intention to stop the war, they wouldn’t expect so much. That is why I do not believe any of their words. “
“As always, Israel agrees, then Hamas refuses – or vice versa. Everything is a game, and we, the people, are the ones who pay the price, “says 47-year-old Mohammed al-Beltatzi.
