The permanent representative of the Islamic Republic of Iran to the United Nations, Ambassador Amir Said Iravani, sent a letter to the Secretary -General and the President of the Security Council, urgently drawing their attention to the “blatant aggression and armed attack against the Islamic and armed attack”.

Mr Iravani argued that these actions constitute a “serious and blatant violation of international law, including Article 2 (4) of the UN Charter, the dominant equality of states and the inviolable immunity of heads of state under customary international law”.
Iran: To address these actions immediately by the Security Council
Iran demanded that these “illegal threats and actions are condemned in the most categorical manner and dealt directly by the Security Council before they further destroyed the area and eroded the foundations of the United Nations Charter”.
In the light of these developments, Iran requested “immediate convening of an extraordinary Security Council meeting under the relevant provisions of the Charter for the emergency examination of the situation and the fulfillment of the Council’s obligations under Chapter VII. “
In the letter of Iranian ambassador he emphasized that ‘Security Council cannot remain a passive observer. It has a legal obligation, pursuant to Article 39 of the Charter, to determine the threat to peace, violation of peace or act of aggression and to act accordingly to the maintenance or restoration of international peace and security. “
Ambassador Iravani has made a number of requests to the Security Council, asking:

Iran also emphasized the role of the Secretary -General, stating that under Article 99 of the Charter, the Secretary -General “has a clear legal, political and moral responsibility to act immediately”.
The Secretary -General, he said, must “bring the matter before the Security Council as a threat to international peace and security, condemn the most stringent of continuing aggression and actively work to prevent further attacks, including any involvement of third parties”.
The Iranian ambassador warned that “failure to take action in this critical and dangerous juncture would constitute a serious disclaimer by the Security Council and a blatant betrayal of the authorities guaranteed in the United Nations Charter”.
He stressed that inactivity “encourages the attacker to continue aggression, erode the credibility and authority of the United Nations and send the message to the international community that impunity is tolerated even in the face of the most gross violations of international humanitarian law”.
The letter emphasized that “the international community should not remain silent as aggressive crimes are committed at noon, as it is systematically violated by international humanitarian law and as peaceful nuclear installations under IAEA surveillance are received by immediate attacks.”
Mr Iravani emphasized that “this is a test of the determination of the Security Council and the commitment of the international community to defend the rule of law against the law of force. Failure to respond to this test will have long -term and irreversible consequences for international peace and security».
In closing, Mr Iravani re -assured Iran’s right to self -defense, citing Article 51 of the UN Charter.
“The Islamic Republic of Iran maintains its inherent right, in accordance with Article 51 of the United Nations Charter, in the self -defense of the protection of sovereignty, territorial integrity, the people of Iran and its vital national interests against this ongoing aggression.”
Mr Iravani added that “Iran will continue to exercise this right as long as the Security Council fails to fulfill its primary responsibility Based on the Charter and until the Israeli aggression is fully terminated. “
