Exception from production cuts for biomass stations, small hydroelectricity and sewing

Forced cuts are now a major problem for the renewable energy sector (RES). It is indicative that this year they are expected to reach close to 7% of total green production across the country as a result of over -supply.

Last year, the RIS has decided to set up a project administration team (OD), which is called upon to decide which stations will now be burdened with production cuts and how the compensation framework for those projects that are overwhelmed over others will operate. Final decisions have not yet been made, but it seems that specific categories may be excluded.

On the occasion of the above, the RIS has made it clear that it is turning towards a solution that would protect even to some extent the technologies of biomass/biogas, small hydroelectrics and co -production (SITYA).

According to a document transferred to Parliament by the Ministry, the provision of the possibility of justified exemption of specific stations from the cuts is being considered.

As the RAAE regulatory authority points out, in general the European regulatory framework does not allow the horizontal exception, but it leaves a window for technologies and projects that are difficult to technically implement cuts, such as the above.

Thus, these producers will make a documented request to RAAE, which will fully analyze the relevant technical restrictions, for which it is difficult to implement cuts.

The approval of the request by RAAE will be notified to the relevant administrators (ADMIE, HEDNO), who will be able to apply restrictions on these projects only to emergency conditions, and if the possibility of cuts in other participating projects has been completely exhausted.

Finally, for the sake of maintaining equivalence in the divided financial burden on the cuts, it is foreseen the application of the redistribution mechanism of cuts in Article 10A of Law 4951/2022. This mechanism ensures the financial equation of the production of exempted projects with their hypothetical level of production in the event of non -exemption, with the application of corrections.
