Proposal to impose a fine on site her Skroutzincludes report submitted to Competition committeefor abuse of dominant position.
According to the announcement, the Competition Committee will meet on October 23, 2025 to examine, following the report of the competent rapporteur, if there is a violation of the National and Union competition law on abuse of the company’s dominant position under the name “Skrutz” Elderly Price Search and Comparison platform.
The case concerns a complaint by ten (10) operations against Scrooge. The complainant practices relate to the terms of cooperation, which the complained company imposes business users of the Elderly Price Search and Comparison platform www.skroutz.gr, which Scrooge manages.
During the report, some of these terms, overall, constitute a exploitative abuse of Scrooge’s dominant position on the market, through the imposition of non -reasonable terms of transaction, in breach of Articles 2 of Law 3959/2011 and 102 of the Treaty on the Functioning of the European Union (TFEU).
The above -mentioned Skrutz terms are present as unnecessary, non -proportional and harmful to its commercial partners/business users of the platform and consumers. The duration of the infringement extends from 2020 to the present.
Therefore, after examining the details of the case file, the report proposes, with regard to Scrooge, the following:
- To find out the infringement of article 2 of Law 3959/2011 and 102 TFEU for the reasons extensively mentioned in the report.
- It be a fine for breach of article 2 of Law 3959/2011 and 102 TFEU, taking into account the information listed in the report on the severity and duration of the infringement.
- To be obliged to cease the above infringement and to omit it in the future.
- To threaten a fine and a fine, if the decision of the Competition Committee shall confirm the continuation or repetition of the infringement found.
The recommendation is not binding on the Competition Committee, which will decide by taking into account the process data and the views of the parties.
