According to Bloomberg, Russia has long been seeking to secure an agreement on the Power of Siberia 2 connection – on tightening ties, but also to increase the flow of gas to the largest energy importer in the world. Russia is increasingly dependent on sales to China as it is trying to replace the European market, which has been dramatically reduced after the invasion of Ukraine in 2022 – and is planned to be stopped completely by 2027.
For Beijing, with other supply options and a policy of differentiation of imports, a deal was much less urgent. Economic volatility on both sides, however, can take them one step closer to a compromise, as Russia is under heavy western sanctions and China’s industrial and commercial difficulties make the cheapest gas attractive.
