In this post I will dwell on Law 5187 that was passed last Thursday in Parliament and will contribute to the reform of internal security and the formation of the Greek Police in the coming decades.

Three weeks public consultation, four meetings of the relevant parliamentary committees, a hearing of twenty bodies and fifteen hours of discussion in plenary gave us the opportunity to describe the new police and the necessity of this change.

Before referring to the basic changes of the law, I want to dwell on two points.

The first is the fact that the reform of the police is a constant process, because it is linked to the constantly changing security and the needs to protect against many and different threats. Significant reforms, for example, are the framework for the prevention and treatment of domestic violence and the establishment of the Organized Crime Management Directorate to combat serious and organized crime and will continue in this direction.

The second point is the positive approach of the law by the Independent Authorities and the bodies. I mention, for example, the positive recommendation and opinion of the Ombudsman on the new Directorate of Ethics and Internal Audit and the National Committee on Human Rights for the establishment of the Directorate of Social Police.

  • The law has five key pillars:
  • Refunding of the Hellenic Police Headquarters and Staff Services.
  • 👉 Upgrading the Police Academy – New Educational Policy.
  • Issues related to weapons, ammunition, explosives, explosive mechanisms.
  • The establishment of the General Secretariat for Critical Entities Protection.
  • Removal of the institution of the electronic surveillance of subordinates, convicts and prisoners on permission – regulations of competence of the General Secretariat for Criminal Policy.

In this post I will only refer to the issue of the Greek Police.

What do we want to achieve?

To build a police that does not run behind the developments, but designs and plans, utilizing all the modern potential and available media.

Here is a summary of key changes and innovations:

  • 1. A new structure in the Headquarters of the Greek Police. Branches evolve to general addresses (French modeling model)
  • a) General Directorate of Staff Coordination,
  • b) General Security and Police Directorate,
  • (c) General Directorate of Borders and Migration Management,
  • d) General Human Resources Management Directorate
  • e) General Support Directorate.

The Hellenic Police acquires two Deputy Chiefs: a) Operational and b) Staff.

A new General Directorate is created with the responsibility of strategic planning, organization, communication and extroversion issues.

The Security and Order sectors are merged to the Directorate -General for Security and Police.

The Single Coordinating Center for Business and Crisis Management is reinforced and upgraded to the Crisis Management and Crisis Management.

  • 2. New Addresses and Departments in Staff Services:

  • Statistical data analysis section at the Public Security Directorate

3. Central Services Central Services into Special Security Services.
Services, that is, specialized objects and nationwide action (anti -terrorist, AIO, cybercrime, DEE, etc.)

Reorganization of the Air Media Service with the aim of optimally utilizing the average and especially drones for policing and security.
Evolving the Cybercrime Division to a Cybercrime Directorate.

It is worth mentioning to the creation of a first aid and trauma training center (KEPBT) of the Hellenic Police, which will operate at the department level, with the main mission of providing certified first aid training and rescue skills to the Greek Police staff, times, they have helped police.

By Law 5187 we are attempting a new approach to the social contract.
Police are being created in the coming decades, which does not follow developments, but planning to predict the future and the evolution of the crime.

  • Με Police Headquarters acquires a modern and flexible structure, which enhances proper governance and decision making.
  • ️ ️ The Greek Police becomes smart and effective, utilizing research, technology tools and data analysis.

We proceed with the radical restructuring of the structure, function, philosophy and methods of teaching the Police Academy and the training of police officers as a whole.

We enhance accountability and internal control procedures.

We highlight human security and emphasize the prevention and treatment of all forms of violence that have a strong social dimension, but also on the protection of vulnerable people, and especially victims of violence and crime.
