ATM charges: withdrawal without commission from August 11

From August 11, 2025, the new legislation on banking supplies is implemented cash from ATMas provided for in the Ministry of Finance amendment tabled today (23.7.2025) in the bill on the National Customs Code.

The amendment of the Ministry of Foreign Affairs provides nihilization of cash withdrawals from the Banks’ ATM network.

It also defines the abolition of charges in municipal communities where only one ATM operates, whether it belongs to a bank or a third provider, and establishes a national ceiling of 1.5 euros for third -party ATMs in other cases.

Following is the text of the amendment:

Limiting the supplies and other charges of payment service providers and businesses operating automatic cash registers (ATM) – Amendment of article 48 of Law 5167/2024

1. In Article 48 of Law 5167/2024 (A 207) on the restriction of procurement and other charges of payment service providers, the following amendments shall be made: a) the title is replaced, b) in paragraph 1, b) In the introductory subparagraph, i) the words “supervised by the Bank of Greece” or Legal Entities operating Automatic Treasury Machines (ATMs), bb) in b), i) the words “ATM of another credit institution from the one in which the billing account is kept in municipal units where there is only one (1) credit institution” ATM », ii) The last subparagraph is added, B) Added subpar. Article 48

Limited the supplies and other charges of payment service providers and businesses operating automatic cash registers (ATMs).

1. No commission or any kind of charge by Payment Service Providers referred to in Article 1 (2) and Article 4 of Law 4537/2018 (A ’84) with a seat or installation in Greece, or by businesses or legal entities operating automatic funding machines (ATMs), in the following transactions of individuals, individuals, individuals, individuals, individuals, individuals, individuals,

a) Payment orders, if they are carried out through digital payment networks (web/mobile/internet banking), as well as fixed payment orders, debts and repayment of bills to the State, insurance funds, local government agencies and other general government, companies,

b) Transactions using ATMs for cash withdrawal from an ATM or legal entity that exploits ATMs in the municipal communities, where there is only 1 ATM. This case also applies to municipalities consisting only of municipal units.

b) ATM transactions for ATM cash withdrawals, which is operating a payment service provider using a credit or debit card issued a payment service provider; or in the capital of the business or legal entity that exploits the particular ATM,

c) Questions Balance of Account or Card or Loan or Account Movements in ATM Payment Service or ATM Business or Legal Entities operating ATMs and

d) Charges and discharge of prepaid cards for a charge of up to one hundred (100) euros a day, provided they are carried out through digital payment networks (web/mobile/internet banking), as well as fixed payment orders.

2. Supplies and all kinds of charges of payment service providers and businesses or legal entities operating ATMs referred to in paragraph 1, for the following transactions do not exceed, per transaction, the amount:

a) Fifty Minutes (0.50) of the euro to send money (outbound remittance)

(b) Fifty minutes (0.50) of the euro for money (incoming remittance).

(A) and (b) apply to natural persons, individuals, individual businesses and freelancers, for up to five thousand (5,000) euros per day and relate to the simple transfer transfer, as well as the immediate transfer of credit (SEPA/Immediate settlement), from one bank to another Bank.
