The institution of reserve today, despite occasional efforts, is far from working well and responding to the modern operational requirements of the Armed Forces. Although theoretically, all those who complete their term of office in the Armed Forces are considered to be backed, in fact only a small number of them is trained after its dismissal, so that it can respond, in a case needed, to its duties. It is noteworthy that in 2024 28,455 reversals were called for retraining and about half of them were presented for a variety of reasons, ie 14,203! It is therefore self -evident that structural changes and radical reorganization of reserve reserve and retraining.
In the context of structural changes in retraining, the institution of active reserve is created. The aim is, with the full implementation of the “Agenda 2030”, in a five -year depth of creating a strong numerically force of 150,000 active reserves, who, with a radically remodeled and regular education, will be able to immediately assist those already serving in the armed forces and their permanent staff.
Based on the new geopolitical data and balances that are being shaped today, but also taking into account the threats facing our country, Greece does not have the luxury of not exploiting citizens who wish to contribute to national defense.
A major change in terms of the institution of active reserve It is basically a voluntary participation, as the mandate is called upon to state to declare whether he wishes to participate in him. Initial planning stipulates that participation in active reserve will only be mandatory in special cases (such as in specific specialties) and when the number of trainees required to meet the business needs of voluntary participation is not covered. Participation in the institution of the active appeal will exclude those who have been convicted of serious criminal offenses.
The content of reserve training will be upgraded to the standards of the planned upgrading of the training of those who are invited to serve their term. To this end, the best practices will be used with the necessary adjustments from countries that place particular emphasis on the institution of reserve (such as Finland and Israel), while utilizing all modern technical means such as e.g. simulators etc.
Upgrading the institutional framework for reserve and retraining provides at least one 3 – 6 day post -training cycle every 3 to 5 years for each reserve. Overall, the hoplites will be able to post up to 80 days of post -training until the age limit is reached, while the reserve officers will complete at least 150 days of post -training.
The aim is also for the reserve institution not to be an obstacle to the fulfillment of the professional obligations of those who will be called upon, nor to burden the participants financially. To this end, care will be taken for financial compensation during the days of absence from the work of the trainees. In the coming period there will be meetings of the political leadership of the Ministry of National Defense with representatives of employers’ organizations, in order to be called upon to be financially covered by the costs of compensation for workers who will be required to be educated. Given that there can be no strong economic growth without strong national defense and security, we believe that representatives of employers will respond positively and contribute to the extent that they are appropriate to upgrading the institution of reserve.
At the same time, the introduction of further incentives, which will be announced in the coming period, is being examined.
The electronic invitation of reserves in digital form is implemented. The way in which they will be updated and called to be fully modernized, with the aim of directly sending the recruitment documents. The “Backup” application has already been interconnected, which will record those who complete their term, with Gov.gr, for the sending of conspiracy documents and will be able to send SMS group messages to reserves of the employment units.
Based on the original design, It is foreseen to establish two reserve post -training centersin specific areas, utilizing existing military infrastructure. One center is planned to be created in southern Greece (in the area of Attica) and the second in northern Greece (near Thessaloniki). This will provide qualitative training from specialized executives, without disturbing the operation of the units and facilitating the easy access of the trainees to these centers.
The retraining of reserve will be adapted, as is the training of those who serve their term of office, to modern technological developments and to the teachings of recent war conflicts, and new specialties can be awarded, according to modern business needs. In addition to individual armor shots and training either in weapons systems to be upgraded, or the news to be acquired as part of the implementation of the recently approved BAE, will emphasize modern battle tactics and new cognitive and business objects eg. In training on drones (recognition – protection – treatment – handling), but also in the utilization of modern battle simulation, such as simulators.
The institution of active reserve It will be combined, with the appropriate adjustments, with the institution of the National Guard, helping to meet defense needs in border areas and to directly address any threat to national sovereignty. In this regard, the Directorates of Reconstruction and National Guard are consolidated.
