Arabic and Muslim countries condemn Hamas for the first time and seek her disarmament

A senior French foreign ministry official said, speaking in closed information to his correspondents UNto the hitherto results of the International Conference on the solution of the two states in Middle East – That is, Palestinian and Israeli – a session in progress in New York.

In his intervention at the UN, the same French diplomat himself points out the seriousness of the context, but also the dynamics created by the recognition of an independent Palestinian state in the Middle East.

As he said in his introduction, “the solution of the two states is now threatened more than ever, with the Gaza war, the acceleration of settlements on the West Bank and the growing violence by extremist settlers.”

He also pointed out that members of the Israeli government coalition are now calling for the abandonment of the solution of the two states and the annexation of the West Bank, with a resolution approved by Knesset (71 in favor of a total of 120).

He added that today this solution is “more necessary than ever”. In this spirit, he stressed, France and Saudi Arabia co -organized the conference to restart the diplomatic and political dynamic in favor of the solution of the two states.

President Macron has announced that France will recognize the Palestinian state in September, a move that, as the French official stressed “has already worked fruit and we already have significant results”.

As he said at the Conference, there was a text -supported text supported by France and Saudi Arabia and 27 conference teams (Western, Arabic and Muslim countries).

The text, distributed by France to the UN Member States, is a crucial step in efforts to revitalize long-term efforts to resolve Israeli-Palestinian conflict, with the backdrop of repeated violence and diplomatic impasses of recent years.

“This text will be proposed for approval in all Member States of the UN General Assembly,” the French official noted.

The text includes two unprecedented and critical points:

A) Hamas’s joint condemnation and isolation

“For the first time, Arab and Muslim countries explicitly condemn Hamas’ terrorist attacks on October 7, 2023, calling for its complete disarmament and its exclusion from Palestine’s rule,” he said.

B) Intention to smooth relationships with Israel

“Countries express their intention to normalize relations with Israel as long as there is progress for the establishment of a Palestinian state. In addition, they are calling for regional security architecture, “he said.

The four pillars of the Conference for the solution of the two states

The conference focuses on four basic pillars:

A) recognition of a Palestinian state

Recognition from France has activated positive developments. Some countries that have not yet recognized Palestine are expected to sign a joint statement of intentions.

“Some key partners will declare their intention or will to recognize Palestine,” he said.

(B) regional smoothing

The Conference has succeeded in committing countries to normalize relations with Israel, under the condition of political progress.

(C) Palestinian governance reforms

Palestinian President Mahmoud Abbas sent a letter to Macron and Mohammed bin Salman, in which:

-Ties October 7th

-The disarmament of Hamas and demilitarized Palestinian state

-Thees for reform to the payment system to prisoners and terrorist families

—The reforms in textbooks to remove hate

– announces elections within one year, with the right to participate only in bodies that respect the non -violence and context of Oslo

D) isolation of Hamas

Arab and Muslim countries are “in trying to isolate Hamas, promoting its disarmament and exclusion from Palestinian governance”.

Subsequent steps

The French official said a separate meeting was held with Western partners for the next day’s phase (“Day after”) with specific plans to be processed.

The French Foreign Minister will meet representatives of Israeli and Palestinian civil society, who signed the joint appeal of Paris on June 13.

France is committed to enhancing the aid to Gaza, mainly in the care of care.

At the EU level, measures are being considered against Israel under Article 2 of the EU-Israel Connection Agreement due to serious human rights violations.

“The Commission concluded that there were serious human rights violations in Gaza,” he noted.

The French official closed, noting that the agreement on the final text is very close. “We are very close to an agreement on the results document,” he said.
