An amendment to resolve the explosive problem of waste management and burial end The government has filed with the House.
The joint provision of the Ministries of Interior, National Economy and Energy and the Environment aims to mobilize the effort to increase recycling rate, more rational waste management and reduce environmental footprint.
To this end, the amendment provides for the conversion of the burial fee into a reciprocal mechanism to the Local Authorities, returning 85% of the resources collected in Local Government for recycling management projects, while the remaining 15% will be allocated for rehabilitation projects of uncontrolled waste disposal.
In order to ensure the collection of the fee, EDSNA and FOSDA are humiliated by the process of collecting and rendering the fee. The end will now be attributed to the Greek Recycling Organization, directly through municipal fees.
At the same time, to ensure the financial viability and financial planning of the municipalities, the Government is taking the following steps:
– For 2025, the fee will be for the second half of 2023 and the first half of the 2024 pending. For 2026 respectively, the fee will be reached in the second half of 2024 and the first half of 2025. Depending on the fees of the following years.
– For the Attica Region Local Authorities, the € 35 million they have paid twice for the end of 2022, are offset by their debts to EDSNA in the second half of 2023 and the first half of 2024. Therefore, the burden within 2025 will be limited. In order not to create a deficit for EOAN, due to the non -performance of the EDSNA burial fee for 2022, EDSNA will be paid by the state budget reserve. It is noted that the non -performance of the burial fee by EDSNA to EOAN has been the subject of a research by the National Transparency Authority, as early as March 2024, whose finding is expected immediately.
– In addition, in order to address the increased operating costs of OTAs for 2025 onwards, central autonomous resources are increasing by an additional EUR 70 million.
The evaluation report of the regulation accompanying the amendment states: “Amended Article 38 of Law 4819/2021 (A ‘129), on the end of waste of waste.
