The Ukrainian president said that Ukraine is in “one of the most difficult moments in its history” and that the country is facing a dilemma either lose her key ally or lose her dignity. “Next week will be very difficult for Ukraine,” Zelensky further said and called on Ukrainians to be united.
Zelensky’s remarks come amid intense reports that the US has threatened to cut off the flow of classified information and weapons systems to Ukraine as leverage to pressure Kiev to agree to Trump’s peace proposal and even to answer by Thursday 27.11.2025.
The President of Ukraine Volodymyr Zelensky had a telephone conversation with the Vice President of the USA Jay Dee Vance centered on the American plan aimed at ending the war in Ukraine, a source in the Ukrainian presidency said.
“The phone call was completed about half an hour ago,” this source, who did not want to be named, told a group of journalists, including from the Agence France-Presse (AFP).
earlier, German, French and UK leaders reiterate ‘unwavering support’ for Ukraineduring a telephone conversation they had with Volodymyr Zelensky.
According to a statement from the German government, Friedrich Merz, Emmanuel Macron and Keir Starmer agreed that the Ukrainian armed forces must remain in a position to defend the country’s sovereignty and territorial integrity.
At the same time, they underlined that the current front line is the starting point for any future peace talks, sending a message that there can be no solution that legitimizes the results of Russian aggression.
Once again, the European capitals seemed to be caught asleep by Donald Trump’s plan, reports the Financial Times.
The Donald Trump’s 28-point peace plan to end the war in Ukraine has caused surprise – even wonder – in Kiev, as it appears to be calling for full submission to Vladimir Putin’s tough demands after nearly four years of war.
Ukraine woke up on Friday (21.11.2025) to a controversial US proposal, inspired by the Gaza truce, that would oblige it to cede territory, halve its army and hold elections within 100 days.
“Staying shocked has become our new normal”a senior lawmaker from President Volodymyr Zelensky’s party told AFP, describing the mood in Ukraine.
US President Donald Trump supports the draft, which would also require Kiev to pledge never to join NATO.
Washington is pushing – Kiev’s red lines
According to sources familiar with the process, Ukraine is under more pressure from Washington than in previous attempts to negotiate, including threats to cut off intelligence and weapons.
Despite intense American pressure, Ukraine’s chief negotiator made it clear that the country will not accept any proposal that violates its “red lines”.
“There can be no decisions outside the context of our sovereignty, the safety of our people or our red lines — not now and not ever,” Security Council chief Rustem Umerov said.
A European government official called many of the proposals “particularly worrying”, noting that Ukraine’s EU allies had not been informed and that a bad deal would also threaten European security.
The US draft appears to be in line with the demands of the Kremlin, whose 2022 invasion led to Europe’s worst conflict since World War II.
The 28 points of Trump’s proposal in detail
Reuters also published the draft text of the 28-point peace proposal, a copy of which it saw.
1. Reassertion of Ukraine’s sovereignty.
2. Full and comprehensive non-aggression pact between Russia, Ukraine and Europe. All ambiguities of the last 30 years will be considered settled.
3. Extending the expectation that the Russia will not invade its neighbors and that NATO will not expand further.
4. US-mediated Russia-NATO dialogue to address security concerns and create an environment for de-escalation to ensure global security and increase the potential for connectivity and future economic opportunities.
5. Strong security guarantees in Ukraine.
6. The size of the Armed Forces of Ukraine will be limited to a maximum of 600,000 soldiers.
7. Ukraine agrees to enshrine in its Constitution that will not join NATO, and NATO agrees to amend its regulations not to accept Ukraine at any time in the future.
8. NATO agrees not to station troops in Ukraine.
9. European fighter jets will be stationed in Poland.
10. US Guarantees:
a. The US will receive compensation for providing the guarantee.
b. If Ukraine invades Russia, they lose the guarantee.
c. If Russia invades Ukraine, in addition to a strong, coordinated military response, all global sanctions will be reinstated and the recognition of new territories and all other benefits from this agreement will be withdrawn.
d. If Ukraine launches a missile towards Moscow or St. Petersburg, then the security guarantee will be considered void.
11. Ukraine is eligible for EU membership and will receive short-term preferential access to the European market while this issue is assessed.
12. Strong Global Reconstruction Package for Ukraine, which will include among others:
a. Creation of Ukraine Development Fund to invest in fast-growing industries such as technology, data centers and artificial intelligence projects.
b. The United States will work with Ukraine to jointly restore, develop, modernize, and operate Ukrainian natural gas infrastructure, including pipelines and storage facilities.
c. Joint effort to rebuild the areas affected by the war, rehabilitation, reconstruction and modernization of cities and residential areas.
d. Infrastructure development.
e. Mining of minerals and natural resources.
f. The World Bank will develop a special financing package to accelerate these actions.
13. Russia will rejoin the world economy:
a. The lifting of sanctions will be discussed and agreed gradually and on a case-by-case basis.
b. The United States will enter into a long-term Economic Cooperation Agreement with Russia to jointly develop energy, natural resources, infrastructure, artificial intelligence, data centers, rare earth projects in the Arctic, and other mutually beneficial business opportunities.
c. Russia will be invited back to the Group of Eight (G8).
14. The use of the frozen (frozen) Russian funds will be as follows:
-$100 billion of the frozen Russian funds will be invested in a US-led reconstruction and investment initiative in Ukraine.
-The US will receive 50% of the profits from this investment.
-Europe will contribute an additional $100 billion to increase funds available for the reconstruction of Ukraine.
-Russia’s European frozen funds will be released.
-The remainder of the pledged Russian funds will be invested in a separate US-Russia joint investment scheme, which will implement joint projects in areas to be determined. The aim is to strengthen relations and create common interests that will act as a deterrent for future conflicts.
15. A joint US-Russia Security Task Force will be established to promote and enforce compliance with all provisions of the agreement.
16. Russia will legislate a policy of non-aggression towards Europe and Ukraine.
17. The US and Russia will agree to extend nuclear non-proliferation control treaties, including the START I Treaty.
18. Ukraine agrees to remain a non-nuclear state under the Treaty on the Non-Proliferation of Nuclear Weapons (NPT).
19. O Zaporizhia Nuclear Station will be restarted under IAEA supervision, and the energy produced will be split equally (50%-50%) between Russia and Ukraine.
20. The two countries are committed to the development of educational programs in schools and in society, which will promote understanding and tolerance of different cultures and eliminate racism and prejudice:
a. Ukraine will adopt EU rules on religious tolerance and protection of linguistic minorities.
b. Both countries agree to remove all discriminatory measures and guarantee the rights of Ukrainian and Russian media and education.
c. Any Nazi ideology or activity will be denounced and banned.
21. Territorial issues:
a. Crimea, Lugansk and Donetsk will be de facto recognized as Russianincluding from the US.
b. Kherson and Zaporizhzhya regions will freeze at the contact linewhich will mean de facto recognition of the contact line.
c. Russia will relinquish other agreed territories it controls outside of the five specific areas.
d. Ukrainian forces will withdraw from the part of the Donetsk region they currently control, and this area will be designated a neutral demilitarized zone, internationally recognized as the territory of the Russian Federation. Russian forces will not enter this zone.
22. Once future territorial arrangements are agreed upon, both Russia and Ukraine pledge not to change them through the use of force. Any security guarantees will not apply in case of breach of this obligation.
23. Russia will not interfere with Ukraine’s use of the Dnieper River for commercial purposes, and agreements will be reached for the free movement of grain cargoes through the Black Sea.
24. A humanitarian committee will be established to resolve outstanding issues:
a. All remaining prisoners and corpses will be exchanged on an “all for all” basis.
b. All civilian prisoners and hostages will be returned, including children.
c. There will be a family reunification program.
d. Provisions shall be made to deal with the suffering and losses of the victims of the conflict.
25. Ukraine will conduct elections within 100 days.
26. All parties to the conflict will receive full amnesty for actions taken during the war and agree not to raise future claims or pursue further dispute settlements.
27. This agreement will be legally binding. Its implementation will be monitored and ensured by a Peace Council, chaired by Donald Trump. There will be penalties for any violation.
28. Once all parties have agreed to this memorandum, the ceasefire will come into effect immediately, with both parties withdrawing to the agreed points to begin implementation of the agreement.
After Trump’s ultimatum to Zelensky and the deadline until Thursday, the Ukraine, France, Germany and Britain they process a counter proposal in American 28-point peace plan to end the war in Ukraine, three sources told Reuters.
One of the sources said that other European countries will likely participate in the counter-proposal.
