The European Union draws a clear line against the war in Ukraine: “Our plan is simple: to weaken the Russia and to support Ukraine,” EU High Representative Kaya Kalas said on Thursday (20.11.2025) in Brussels, after the meeting of foreign ministers.
Responding earlier to a question about a U.S. proposal that would see Ukraine agree to cede territory to Russia and cut its military in half, the Kaya Kalas he stressed that any peace initiative must be discussed with Ukraine and the Europeans. “We support a just and sustainable peace and welcome any effort in this direction. But no plan can work without the Ukrainians,” he underlined.
Washington is pressuring Kiev to accept a negotiating framework
According to sources cited by Axios, the US presented Volodymyr Zelensky with a 28-point plan to end the conflict. In exchange for US security guarantees, Ukraine would be required to cede to Russia certain areas of the eastern country that are not currently under Russian control.
The Ukrainian president’s office confirmed that Zelensky received the US draft on Thursday and that he would discuss it “in the next few days” with President Donald Trump, looking at “necessary points to achieve peace”.
New sanctions against the “shadow Russian fleet” from Brussels
Kalas also announced that the European Union would move to impose new sanctions on vessels in the so-called “Russian shadow fleet” — a network of tankers and cargo ships used to circumvent sanctions — and those who facilitate their actions.
For the EU, the goal remains twofold: supporting Ukrainian defense while simultaneously weakening Moscow’s economic and military capabilities.
