DESFA: Approved by RAAE the 10 -year Development Program of EKFA for the period 2024 – 2033

The Waste, Energy and Water Regulatory Authority (RAAE) approved its ten -year development program (IMP) DESFA For the period 2024 – 2033, at the Wednesday meeting (19.3.2025).

The approved IMF of DESFA 2024 – 2033 includes 71 projects totaling € 1.37 billion, of which 68 projects are included in the three -year development period with a corresponding cost of investment (CAPEX) EUR 1.34 billion. Three new projects, with a total budget of EUR 18.98 million, are included for the first time, while the rest of the projects have been included in previous IMFs and are under development.

Investments included in IPA 2024 – 2033 are aimed at increasing the capacity and flexibility of the system, as well as the congestion of critical parts of the NSFA, ensuring the optimal utilization of existing and new infrastructure, such as the FSRU Alexandroupolis, TAP and ICGB pipelines.

The investment program also aims to enhance the country’s export capacity to natural gas, contributing to further differentiation of supply sources and the energy security of Greece and the wider region, including the development of new links.

At the same time, it is aimed at expanding the transport network in order to gain access to gas new areas and markets, including through the development of the small scale chain of LNG (Small-Scale LNG).

Finally, according to DESFA’s strategy for charcoal, including a series of projects that prepare the ESFF for the introduction of renewable gases, with a focus on hydrogen. Among the planned investments, the following projects stand out:

New Carpel-Komotini pipeline: The new 215km long pipeline, which will connect Karpe with Komotini, will be developed in parallel with the existing gas transport infrastructure in the area. Its aim is to enhance the system’s capacity for increased gas flows between the North and the South, facing congestion points and ensuring constant access to new entry and exit points. The pipeline is ready to receive hydrogen, as long as market conditions require and allow it, it can be linked in the future with the Backbone H2 in Karperi and used to transport pure hydrogen to the eastern part of the network. The project is expected to be completed in March 2027.

New Middle -Messenger Pipeline – Evzoni – Gevgeli: This project aims to interconnect natural gas and Northern Macedonia gas transmission systems and will contribute to further differentiation of supply sources for the neighboring country, increasing the use of ESFA infrastructure, and contribute to the more efficient operation of the system. The project is particularly important as it will strengthen Greece’s position as a natural gas hub. At the same time, it will help expand the market in the wider region, ensuring more users access to the ESFF, and will also help reduce system charges due to the greater use of domestic infrastructure. The project is expected to be completed in March 2026.

High Pressure of Western Macedonia: An important project under implementation is the 160 km high-pressure gas pipeline to Western Macedonia, with a completion horizon in mid-2025. In the next phase, the pipeline will also be able to support Hydrogen-Ready and may be associated with Hydrogen-Redy and may be associated with Hydrogen-Redy. being part of the renewable gas trafficking network in the Balkans and Southeast Europe.

Small Scale LNG pier in Revithousa: The new pier Small Scale LNG (SSLNG) in Revithousa will allow LNG to be loaded on smaller ships. These ships will supply other ships (eg trucks, passengers) mainly in Piraeus and possibly other ports. Larger ships will carry LNG to LNG storage and distribution facilities to other coastal areas of Greece, either to ports (such as Patras, as provided for in the Poseidon Med II program), or in an off -network installations where the consumption New areas and markets.

High pressure pipeline to Patras: Responding to the request of the Region of Western Greece, DESFA proceeds to connect the city of Patras and the Industrial Area (Industrial Area) with the ESFA, with a forecast for future expansion to other cities in Western Greece. The pipeline is designed to transport hydrogen by up to 100%, in harmony with the DESFA Frucial Plan, and is expected to be launched in March 2027.

Compression Station in Komotini: It is a key infrastructure that will increase the quantities of natural gas transported through the particular hub, enhancing the security of supply of Greece and the region. The station will increase the quantities of gas that will be transported west and east of Komotini, following the connection of the FSRU Alexandroupolis to the ESFA and other projects in the area. It will be put into operation in part from March to June 2025.

Compression Station in Ampelia: The compression station in Ambelia Farsala is one of the most important projects of DESFA, as it ensures the hydraulic proficiency of the ESFA due to increased gas flows from the north to south, following the operation of the TAP pipeline and its connection to the ESFA in New Mesimvria. Its integration into the system is projected to take place in June 2025.

Compressor Compression Station: Booster Compressor: This lining allows for complete two -way flow at the point of interconnection of TAP and ESMP pipelines. The station will have 2 1.1 MW power units and 1 unit of 3.3 MW, with no backup capacity, covering flows from very low levels of up to 10 million Nm³ per day. In December 2025 it is expected to start operating.

At the same time, the new IMF includes new projects totaling EUR 18.98 million, of which € 13.77 million relates to investments promoting energy transition and preparation of the ESFF for the reception of renewable gases.

Among them is the hydrogen pipeline Amyntaio-Komnena, cost of € 13 million, which will carry 100% hydrogen to the entrance station to Komninas, where it will be connected to the high pressure pipeline. It also includes the pilot installation of hydrogen infusion at the new DESFA Technical Center in New Mesimvria, which will be used for measuring hydrogen mixtures in the existing network.
