Expert Report of the Human Rights Council UN ‘Burns’ her Russia With shocking findings on how doctors and nursing staff are involved in torture of political prisoners.
In particular, Mariana Katzarova, a special rapporteur on human rights in Russia, documented at least 50 similar cases of abuse, as she said Monday (22.09.2025) in Geneva, during the presentation of her report to the UN.

Katzarova talked about a state -based state -based state system where the Political prisoners are prosecuted, tortured, they are silenced and are submitted in Forced psychiatric treatments.
Counter -terrorist laws are widely used against the dissenters: “Many are in prison not for crimes but for their vigor,” he said.
Katzarova said she spoke with more than 200 Russian and international human rights organizations of which she received about 100 reports.
Russia is not working with research, the Foreign Ministry told Moscow ahead of the meeting and did not respond to the latest report.
Katzarova referred to the case of a Ukrainian soldier who was injured in captivity. One doctor performed the operation correctly, but then marked his belly with the words “glory in Russia”.
In other cases, nursing staff had been actively involved in torture by electric shock and gave instructions to torturer for the procedures to be followed.
Doctors allegedly remained infidel while prisoners were beaten and abused. Other prisoners suffered psychiatric therapies that were imposed on them.
By the early 2024 to mid -2025at least 912 people accused for political reasonswith 390 to be put under reservation, while many were arrested for their peaceful protests against the war in Ukraine.
The UN Human Rights Council consists of 47 Member States, each elected by the UN General Assembly with a three -year term.
The Council may appoint independent voting experts to submit report on the state of human rights in specific countries, regions or thematic issues.
