Estonia in a letter to the Security Council on September 20 (S/2025/594), in which it requested the Extraordinary Session in the midst of a high -level week. Three Russian fighter aircraft had violated its airspace on September 19 and remained over the Baltic for 12 minutes.

According to Estonia, Russian pilots recognized, but ignored the calls of two Italian pilots to F-35 aircraft, which had taken off from the NATO Baltic Air Surveillance mission from Estonia base, before finally accompanying the F-35.

In the same letter, Estonia said Russia had violated its airspace four times this year, but described the September 19 incident as a “dangerous escalation” as the fighters entered 10 km above the mainland and reached the country.

Russia denied the violation, claiming that its aircraft were flying over international waters to Kaliningrad’s enclave.

The Security Council will be briefed by Assistant Secretary General of Europe, Central Asia and America, Miroslav Genza.

This is the second incident (after Poland on September 12) in less than two weeks for which the Council is convened with a violation of NATO state sovereignty by Russia.
