A second central point of his speech was the need for Greece to acquire a Permanent Survey for Research in State Budgetbeyond European programs. This, he said, will provide stability and predictability to the research community, with funding being done with strictly meritocratic criteria and performance evaluation.

Mr. Mitsotakis also linked the research with national securitypointing out that “a new space is emerging in terms of technological innovation around the defense sector”. He cited as an example the creation of the Hellenic Center for Defense Innovation (ELKAK), which can fund innovative defense projects.
