Guterres: Ukraine civil attacks violate International Humanitarian Law

UN Secretary -General Antonio Guterres “strongly condemns attacks by Russia on September 7 at Ukrainewho caused victims, including children.

According to his spokesman, Stefan Duzarik, attacks by Russia hit a “government building in the center of Kiev” and caused damage to “houses and other non -military infrastructure” in the capital and other areas in Ukraine.

The Secretary -General emphasized that “targeting government institutions is a further escalation of the conflict” and that attacks on civilians and infrastructure “violate international humanitarian law, are unacceptable and must stop immediately”.

He reiterated his call for “complete, direct and unconditional ceasefire” as a first step in a “just, total and sustainable peace” that would ensure “Ukraine’s sovereignty, independence and territorial integrity”.
