Beam of 12 interventions to reduce the bureaucracy and the support of entrepreneurship was decided today (5.8.2025) by the Governmental Council of Economic Policy, which met under the prime minister Kyriakos MitsotakisDeputy Prime Minister and Minister of State Kostis Hatzidakis and Minister of Development Takis Theodorikakos at the Maximos Mansion.
At the meeting, Prime Minister Kyriakos Mitsotakis initially pointed out that the main object of the government is to reduce bureaucracy, and that there is an important job on this piece with measurable results, in many different fields, as has shown international reports, but there are still “many bureaucracy”.
“Our subject, today, is the issues that have to do with the reduction of bureaucracy. I think it is an effort that has started by our government from the first moment the Greek people have trusted us in 2019, and we have, I think, to show very specific and measurable results, in many different fields. This is also confirmed by reports of valid international observers of the Greek economy, such as the Economist, who attest to a significant improvement in the business environment. However, we are well aware that there are still many outbreaks of bureaucracy, which can be addressed, so that we can place greater emphasis on economic growth, “Mr Mitsotakis stressed.
“And I think the main object of today’s discussion is to look at a long list of possible interventions, to confirm 12 interventions that are ready for immediate implementation, and then, I think we will also prioritize priorities in which we want to move, especially with specific ministers. Immediate implementable interventions that will improve the business environment. I would like to emphasize, in conclusion, that the general cooperation – and under the supervision of the Vice -President and the Minister of State – among the ministries is very good in this area, that we should not see these issues only through the “harsh” defined responsibilities, as they have been identified, but to see them, This can ultimately help the general good. This is the climate I have received and I think this is the spirit in which we have to move. “
The interventions presented to the Government Council of Economic Policy by the Minister of Development Takis Theodorikakos are:
- Removal of overlapping on joint data requested when completing and submitting financial and non -financial statements (BoG, GEMI, etc.).
- Upgrading electronic licensing and control system.
- Simplifying business closure process.
- Improving the Over -Expenditure Framework for Research and Technology Expenditure.
- Integration of Consumer Protection Legislation in Single Code.
- Remove/replace industrial traffic card.
- Simplification of process and supporting documents during the modernization of manufacturing installations – Ministry of Development, Ministry of Energy.
- Improvements in the institutional framework for the establishment of the “Entrepreneurship Park” (EPMM).
- Extension of industries to neighboring real estate designated incompatible land uses.
- Solving problems of high productivity agricultural land in cases of industrial installations.
- Ability to operate plots/parcels in business parks.
- Improving terms of industrial land access to adjacent road networks.
On the side of The Deputy Prime Minister and Minister of State Kostis Hatzidakis said: “In the last six years, very important steps have been taken to support entrepreneurship and this is because entrepreneurship is the key to growth, for new and better jobs. Indeed, taxation has been reduced, insurance contributions have been reduced, based on our pre -election commitments, a new labor framework has been introduced, which follows the best European practices, digital modernization has been promoted and initiatives have been taken to simplify our licensing in 2019. Various bodies as well as the findings of the administration itself lead to the conclusion that we can take other initiatives in relation to the simplification of licensing and a better business environment.
And this is the main mission of today’s meeting: to identify those areas we need to move on. I realize that today, today, we will be ready to announce a series of simplifications, and in the coming months we will proceed with others, thereby honoring our commitment ten days ago to the cabinet, that one of the 25 main reform initiatives will be this government. There has already been cooperation between the relevant ministries. The responsible minister, Takis Theodorikakos, will make a presentation to show what the fields are already in which we already have tangible results and what are the rest of the fields, in which we will have specific steps there in the coming months. Steps that will be for the benefit of not only the business community, but also of workers and society as a whole. Because there is no complacency in the way we work, we have achieved a lot, but we have to achieve much more against society. ”
In his suggestion The Minister of Development, Takis Theodorikakos, said: “With plan and perseverance we implement the government’s strategic priority for constant reforms and interventions to simplify licensing, facilitating and improving the business environment to achieve the strong and sustainable development that will benefit the whole of Greek society. Immediate priority is the implementation of 12 reforms and interventions, but at the same time all Ministries are further simplifying procedures, so that the administrative bureaucratic burden for businesses and citizens is constantly reduced. Indeed, at the end of August at the Council of Ministers we will discuss a bill prepared by the Ministry of Development with all the relevant ministries that regulates and simplifies a number of significant economic activities. Finally, the Ministry of Development has direct priority changes and reforms for the even more effective, rapid implementation of the strategic investment framework. “
Also, during the meeting, in addition to the above, further initiatives were discussed to reduce bureaucracy, simplifying procedures and enhancing entrepreneurship, which are a strategic priority for the government. They will be discussed in a separate bill in the near future, with relevant ministries such as the Ministry of Finance, the Ministry of Health, the Ministry of Infrastructure and Transport, the Ministry of Environment and Energy, the Ministry of Development, the Ministry of Labor and Social Security and the Ministry of the Ministry of Labor and the Ministry of Labor and Social Security.
