According to the RIS, this solution has the advantage that ESCO is taking a significant part of the investment risk, so it has a real incentive to achieve real savings. It can also significantly accelerate the adoption of energy efficient technologies.

On the other hand, there may be complex contracts that are difficult to understand by customers. Also, saving guarantees depend on ESCO performance, thus introducing dependence. The RIS estimates that initial market development can be slow without sufficient regulatory support.

However, information shows that the entry of suppliers into energy savings may start in 2026.
