In the works the new National Development Program for Public Investment Projects 2026 – 2030

The forthcoming formation of the new National Development Program (Reckless) For the five years 2026–2030, Deputy Minister of Finance, Nikos Papathanassis, announced during a press conference on the progress of the implementation of the development programs and the framework funding Public Investment.

The new PSC will be the natural continuation of the current National Development Program 2021 – 2025, as it will be a successive situation in the funding of public investment after 2026 and the climate and social plan.

It is recalled that the total budget of the current YEP reached € 11.84 billion. However, due to increased needs and additional projects, it has been overwhelmed, raising the total resources available to € 17.14 billion.

Of this amount, € 14.39 billion has already been included in specific projects, ie 84% of the total available framework has been transformed into mature, planned investment plans. At the same time, EUR 10.44 billion corresponds to legal commitments, that is, projects for which contracts have already been concluded or approved funding decisions, accounting for 70% of total expenditure.

These figures show that the implementation of the PSC is moving at a satisfactory pace, with the majority of resources having already been used or committed to projects that are in implementation stage, although there is room for acceleration as to the final legal commitment of all integrated resources, as it is not yet 30% left.

It should be noted that the circular for PSC 2026-2030 had been made public last April, calling on regions and bodies to submit project proposals to join the new program, based on the developmental needs of each sector and accompanied by budget and expected results.

The – so far – under -execution of the current PSC, and if it has no rapid change in the coming period, it means that the next programming period will not start on a zero basis, but will be “overwhelmed” with a significant financial load that will be transferred from 2021–2025,

The new programming period, based on the circular, pays particular attention to maintaining continuity with policies of 2021–2025, as well as to meet the needs of the time, such as energy transition, green development, digital transformation, social cohesion and extroversion. At the same time, the new PSC will be designed to be complementary to European programs, avoiding overlays and ensuring better use of resources.
