Ladies and gentlemen, dear colleagues,
I will try to be short because I want to show respect for all of you and especially to my colleagues who are patiently awaiting their turn.
We meet in Rome today not only as Ukrainian friends, but also as defenders of the values that unite Europe. Ukraine’s brave resistance, which lasts for four years, is not only a struggle for national sovereignty, but also for democracy, dignity and freedom.
United to support Ukraine’s recovery, we confirm a fundamental belief: that durability, when reinforced by solidarity, paves the way for renewal.
Greece stands firmly on the side of the people of Ukraine. Our message is clear and consistent, from the beginning of this horrible war: borders cannot change with violence and aggression should never be rewarded.
We need to increase our collective pressure on Russia, with the aim of securing a fair truce and, ultimately, a fair and lasting peace, a peace that respects Ukraine’s territorial integrity and its European future.
I congratulate Italy on organizing this important conference. In the last three years, the conferences to rebuild Ukraine have shown what we can achieve when we act together. However, the road we have ahead of us requires more coordination and certainly requires a stronger commitment, both in Europe and globally.
Ukraine needs a long -term reconstruction strategy that reflects the extent of the destruction and the size of the sacrifices made by the Ukrainian people. The four areas in which it is currently focused on businesses, human resources, regional recovery and EU integration are interconnected pillars of success. Progress in each of them requires both Ukraine and cooperation between partners.
Despite its enormous difficulties, Ukraine has shown remarkable macroeconomic durability and has adapted to the demanding conditions of the EU integration process.
At European level, our support for Ukraine is steadfast. The Ukraine Aid Fund remains a vital tool for the reconstruction effort and must be supported with the necessary resources and the necessary political will.
However, public funding alone is not enough. We must fully integrate the private sector into this reconstruction effort. This means that we need to create the right conditions: to mitigate the dangers, to provide guarantees, to build strong and transparent institutions that investors can trust.
Only through these synergies between states, institutions and businesses can we lay the foundations for a durable and prosperous Ukraine.
Greece is particularly focused on southern Ukraine and especially on Odessa, a city with which it has deep historical relations and is a hub of strategic importance in the Black Sea. Greece is determined to support its recovery and its future. We consider southern Ukraine a vital link between the Black Sea, Southeast Europe and the Mediterranean.
As I have recently emphasized from Odessa, we envision a strategic connectivity corridor between the Greek port of Alexandroupolis and the city of Odessa, which will include energy, transport and trade, a project that will contribute both to the recovery of Ukraine and the Economic Energy.
Together with our partners in the area, we are already contributing to the promotion of Ukraine’s energy security through the vital vertical corridor, a critical infrastructure project with significant prospects.
The Greek companies represented today here are at the forefront, exploring partnerships in key areas: from clean and green energy to infrastructure, health services, supply chains, marine transport and defense.
In all of this, our goal is clear: to contribute substantially to the rapid and tangible rebuilding of a free, dominant and democratic Ukraine, as it did in our countries after the war. My country was destroyed not only by World War II but also by a civil war, and we were able to rebuild with significant American help at that time. And I exclude the comments I have heard from the US spokesman that Europe and the United States will stand in hand not only in ensuring vital peace but also in building a free and prosperous Ukraine.
