AADE starts hunting for OPEKEPE’s stolen subsidies – how farmers will be identified by the special group

The recovery of stolen subsidy of OPEKEPE, the Independent Public Revenue Authority assumes (AADE), although estimates by market players, the most likely result is that the culprits simply come to the public debt respectively, since the money they have “received” has mainly gone to real estate, beastly jeeps, swimming pools and other similar investments.

The special team that is to be set up immediately by AADE, to cleanse the “Avgia Copp” will first attempt to locate all those who ‘Farmers’ they got illegal subsidieswhile in the second year the long effort begins recovery of the unnecessary paid.

According to the draft plan, there will be a cycle of multiple and extensive intersections on the perimeter of which all farmers will be found per year – as in 2016 – starting with those who received the largest amounts.

Comparison of declared acres with declared properties (E9) and stated leases with fair value (zero -value leases will be rejected) and animals will be checked for purchase invoices and comparison with declared livestock subsidies.

The certificate of the unnecessary amounts paid from the intersections will be based on the Code of Public Revenue Collection (KEDE), with the provision of accounts to safeguard the public interests. Illegal subsidies will be sought by the accounting farmers, who are “indebted” to the aid and not by the various intermediaries- such as in the pasture case- who made facilities with the indemnity.

In any case, this is a long and laborious process due to the size of the ‘correction’ (415 million euros), the time -consuming intersection process and – most notably – the labyrinthine routes of illegalities with the repeated E9 amending statements to cover the traces.

It is worth noting that The 415m euros in the Commission’s in question relate to horizontal corrections. Consequently, the Community does not know how much of the VAT (farmers) have received illegal subsidies, nor who they are. What the technocrats of the Commission have found is the “gaps” in the aid procedures, which correspond to a total of 415m euros in subsidies, from 2016 to 2023.

Interestingly, the … fortune of the Greek government is preparing for the decision, but this process will not substantially affect the other actions of recovery of illegal subsidies.

It is, however, clear, that The Commission will withhold 415m euros from the subsidies of 2026. Under the regulation, the amount can be distributed in 3 installments (2026, 2027, 2028), but the Commission agrees. In order not to burden all farmers, legal and illegal, Money (either EUR 415 million or EUR 138 million per year) will first be covered by the budgetwhich will offset the losses when and whenever it attributes the “great hunt” of illegal subsidies.

From OPEKEPE’s big scandal it is not excluded from also affected the budgetary planning of 2026and in this case, the range of promoted taxation with emphasis on direct taxation.

Competent sources, however, point out that the plans for relief will not be shaken unless there are other uncertainty of endogenous or exogenous factors that will necessarily lead to a revision of the plans.
