The first intervention concerns the complete reform of the model of vulnerable students in schools by creating an information system that will record students who are entitled to travel, the capacity of the means of transport and propose the optimal route to serve the maximum number of students. Therefore, an information system will be created with central data to optimize management. At the same time, to meet the needs of the transportation of students attending special schools in the country, it is foreseen to purchase or lease electric school buses, to install infrastructure of electric vehicles and the conclusion of contracts with certified drivers. Overall, it is estimated that the needs of about 10,000 students will be met.

In addition, the renovation and upgrading of 12 Student Homes of the Youth and Lifelong Learning Foundation (INEDIVIM) will be renovated and upgraded by the Ministry of Education, Religions and Sports, with a total budget of EUR 142 million. The program concerns the Student Homes of the University of Athens (A, C, and D), the Student Home in the Zografou area (total budget of € 7 million public expenditure for PPP), Thessaloniki (A, B, C, D), the Student Homes of Ioannina. The program also includes the Athens Student Center on 279-281 Patision Street. , which in 1968 functioned as a male boarding house, then as male and female while still operating more than 200 students from the Athens University of Economics and Business (OPA), Panteion University, University of Western Attica (PA).
