Barrage of Change on Market workin the regime of recruitmentand overtime, provides for the new labor bill presented today (30.6.2025) by the Minister of Labor, Niki Kerameos.
The A labor bill announced today by Mrs Kerameos It provides for greater freedom in the split license (but not less than 5 days) and arrangement of working time even within a week and introduces fast track recruitment up to two days and a significant reduction in bureaucracy, so that a document requires a document instead of four today.
The bill of new arrangements in the labor market will come to consultation in the coming weeks and then in Parliament for discussion and voting entitled “Fair Work for All: Simplification of Legislation – Employee Support – Protection in Practice”.
Among the most important provisions of the bill provide the following interventions:
- Settlement of working time in weekly to annual basis
- Work up to 13 hours in the same employer
- Overtime employment and rotating work
- Fast Track even through mobile phone
- Voluntary retirement with one click
- Mandatory security coordinators in technical projects and construction sites
- Right to broken permission
- EAS ” freeze ‘for pensioners’ workers
Arrangement of working time
The possibility of four -day work throughout the year (and not just for one semester) is introduced, giving a breath mainly to working parents and people with increased family obligations, while at the same time the business needs of the business will be better served.
This can be arranged on weekly, monthly to annual basis, providing flexibility to each employee to plan their free time. It should be noted that any conversion to the working hours is required to consent to employees.
Based on the new data and after consultation with the employer they will be able to increase or reduce the daily working hours while maintaining the average of 40 hours weekly. Extra hours of work will be able to be offset by reduced hours, repo or license in the next few days.
The changes have been decided as it has been found that the arrangements for the settlement of working time have not been marketed due to complex procedures leading to the cancellation of the measure.
13 -hour work on the same employer
The bill provides for work up to 13 hours a day to an employer, expanding an earlier arrangement that set 13 hours as a working day ceiling to two employers (one regular eight -hour + part -time).
The prerequisite for the widespread hours is to keep the law -proof of daytime rest (11 hours) and weekly working time (40 hours), as well as for salary surcharge.
Overtime in rotating work
At the same time, the possibility of overtime will be allowed to work over a rotation regime, with the projected surcharges (40% in the hourly wage), enhancing both the income of employees and the functionality of businesses, especially those operating in the catering sectors and have increased needs per week.
The aim of the Ministry of Labor is the flexibility and modernization of working hours and overtime to serve businesses suffering from lack of workers but also protected employees.
Fast Track hires
The same bill will promote recruitments with fast track mobile application procedures so that staff can be hired, especially in emergencies such as holidays and weekends, when increased customer service needs are presented in catering, accommodation and hotel units.
What changes in summer leave
More autonomy in the distribution of the annual summer leave is provided by the provision that will be included in the labor bill which is expected to be approved at the end of the month by the Council of Ministers.
With the new provision, the employee can “break” his license as he wants, but in consultation with his employer, which means that this freedom can again be limited if the employer invites workload.
Today, the distribution of leave time (split permit) is only permitted by exceptionally in two periods, one of which must include at least 12 working days on six -day weekly work and 10 working days on a day after a written request by the employee to the employer.
However, in most private sector businesses, the license is given for three weeks in August when they are closed or undertaken. On the contrary, a series of businesses (eg bottled water, soft drinks) prefer to give employees a lot of license in winter instead of the peak season.
EAS freezes for retirees employees
The labor bill will be included in the insurance provision that will “freeze” the Solidarity Solidarity (EAS) contribution to the cases of pensioners who receive or will receive an increase in their pension due to the counting of stamps during their work.
The provision will “heal” the distortion, an increase in pension to reduce the final amount the beneficiary will receive, either because the pensioner enters the 1st step of the solidarity levy or because it changes a step.
This issue potentially concerns more than 230,000 pensioners who have stated on the special platform that has been formed to continue to work. In practice it is less, as about 100,000 pensioners are low -income farmers, who are excluded from imposing contributions and, consequently, are not entitled to an increase. In addition, even fewer receive a pension of more than 1,400 euros and are subject to the withholding of the EAS.
Thus, if the retirement’s income after the surcharge exceeds EUR 1,434 (on the basis of the scale of 2025), the scale will remain the same. It is noted that the solidarity levy is gradual and ranges from 3% to 14%, depending on the monthly income from main pensions.
